A--Cargo Parachute Releases for Container Delivery System (CDS) Loads

The US Army Research Development Engineering Command, Natick Soldier RD&E Center (RDECOM-NSRDEC) in Natick, MA, is conducting a Request For Information (RFI) for White Papers on Commercial Off The Shelf (COTS) or modified COTS methods to develop Cargo Parachute Releases for Container Delivery System (CDS) loads. The releases must be capable of releasing the parachutes from the cargo upon ground impact regardless of ground wind conditions (up to 21 knots objective, 17 Knots threshold) and payload orientation.

The new CDS Parachute Releases, used with a single parachute configuration, shall have the following performance characteristics:

  • Capable of delivering combat loads having suspended weights between 500 through 2,200 pounds (threshold) [75 through 2,200 pounds (objective)]
  • Proof load of 16,500 pounds and an ultimate load of 20,000 pounds
  • Capable of withstanding the forces typically associated with operations from military cargo aircraft traveling between 130-150 knots indicated air speed (KIAS) up to 25Kft Mean Sea Level
  • Provide a successful airdrop completion rate of 92 percent without a system abort
  • Capable of being used and stored in all climatic categories (hot, basic, cold) as defined in Army Regulation (AR) 70-38

The government desires to rapidly field this capability to the user in 6–12 months.

Relevant areas of interest: White papers are being solicited that propose a foundational reference architecture for an open framework environment that enables researchers to develop, analyze, and classify their software components and designs. Additionally, the open framework environment will facilitate transition of promising technologies into production use. The framework should include software and systems components and products of various degrees of pedigree residing together with appropriate role-based access controls and mechanisms that allow accounting for resources, the generation of system components, and documented case studies of their application to specific projects. This open framework environment should: have similar features to an interactive library or repository; facilitate evolutionary change; promote the understanding of the resources available within the repository; and provide mechanisms for applying the resources to system development work. The framework should incorporate technology to evaluate, implement, monitor, verify, and prove components.

This is an open-ended Broad Agency Announcement (BAA) to solicit proposals for the "Metamaterial Materials Development for RF and Optical Applications" Program which will be managed and executed by the Air Force Research Laboratory, Materials & Manufacturing Directorate, Non-Metallic Materials Division (AFRL/RXB), Wright Research Site. This BAA is anticipated to remain "open" for three (3) years.

The overall objective of this program is to provide the Government with a procurement vehicle for executing the above named program. A metamaterial for the purpose of this BAA is defined as an artificial material with an engineered permittivity, permeability, and loss. Metamaterials can be grouped into the following categories: (a) double positive, where the permittivity and permeability are simultaneously positive and close in value to each other over a discreet bandwidth (b) Zero index, where the permittivity and permeability are simultaneously zero over a discrete bandwidth (c) double negatisve, where the permittivity and permeability are simultaneously negative over a discrete bandwidth. These metamaterials are potentially useful for RF antennas, filters, circulators, and frequency selective surfaces; as well as optical / IR beam steering, compact optical systems, mirrors, optical circuitry, interconnects, filters and limiter applications. The objective is to demonstrate transitionable metamaterial technologies for RF and Optical/IR applications. The scope of this BAA will cover the modeling, synthesis, processing, device fabrication/prototyping, production and testing of materials which fall into the categories above.

Current weapon systems are capable of engaging targets with an accuracy that exceeds the limits of the targeting equipment. Currently only laser designation provides a practical solution to this problem, however, this makes the operator vulnerable to counterattacks. Accurate knowledge of a user location coupled with range, heading, and elevation to target provides a solution where a brief range-finding designation will allow for a target's location to be know well enough to call for a precision strike.

The Naval Research Laboratory has a new requirement for Labor, Engineering and Technical Support for Research and Development in the areas of computer simulation and modeling of radio frequency in various environments and terrains.

Required areas of support include: (1) Radio Frequency (RF) model development and analysis, and (2) computer modeling and simulation. The anticipated period of performance will be a basic award of twelve months and four 12-month options, if exercised. The anticipated level of effort is 9,600 hours for the basic contract and 11,520 hours each for options I an IV, if exercised and 15,360 hours each for options II and III, if exercised. It is anticipated that only one award will result from this solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. This is not a solicitation. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Naval Research Laboratory (NRL) has a requirement for highly skilled personnel to support the Navy space programs development, enhancement, testing and configuration management of a collection of software used for design, development, test, launch, and mission operations of DoD assets. This software is constantly being enhanced to provide state of the art solutions to space applications. The core suite of software components are used in all aspects of the spacecraft or component life-cycle. This is a new requirement.

The development and maintenance of this software is currently being done by a number of different subcontractors under two prime contracts held by Orbital Sciences Corp, Greenbelt, MD and Praxis, Inc., Alexandria, VA. The purpose of this effort is to consolidate all support under one contract. The Contractor shall perform the technical and managerial tasks required to design, develop, test, maintain, enhance and provide configuration control for all software modules related to spacecraft and space component development/test and system operations. This includes but is not limited to: 1) the common ground software suite used in development, test and operations; 2) ground station and mission operations software; 3) integration and test software libraries, procedures and device control; 4) onboard flight software systems and firmware components; and 5) other software development required for new and/or advanced system development.

The Naval Research Laboratory (NRL) has a requirement for highly specialized support of applied research and development programs. The support includes system engineering and applications-oriented activities to preserve and enhance a strong aerospace systems technology base and to provide expert capabilities in the development, acquisition and operation of aerospace systems. Support shall be provided for mechanical, structural, aerodynamic, thermal, propulsive, electronic, optical, and robotic development; the acquisition of related advanced hardware, components, and software development; along with integration and test of advanced systems on designated terrestrial, space, and launch systems. The contractor shall also provide technical support for concept and feasibility studies; requirements definition; subsystem design, payload development; and on-orbit operation of space systems; technology transition; program planning and control; along with the security support and information technology functions necessary to carry out ongoing and planned programs.

In accordance with FARparagraphs 35.016 and 6.102(d)(2), the scope of the BAA is limited to ""basicand applied research and that part of development not related to thedevelopment of a specific system or hardware procurement."" Projects on behalfof other federal agencies may be included in this BAA if they have a potentialbenefit to DoD.

This research opportunity is divided into six functional areas. From time totime, the BAA will be amended to included high interest topics from one ormore of these areas. These high interest topics represent subjects that areespecially relevant to SPAWAR scientists and engineers (and their sponsors) atthe time of inclusion and therefore have a higher likelihood of availablefunding. It should be noted that this does not preclude interest or funding forother topics.
