The Historically Underutilized Business Zone (HUBZone) Empowerment Contracting Program was enacted into law as part of the Small Business Reauthorization Act of 1997 (P.L. 105-135). The final rule for the HUBZone Empowerment Contracting Program was published on June 11, 1998.

The Department of the Army Office of Small Business Programs (OSBP) is dedicated to assisting small business interests in HUBZones. Pursuant to this goal, the Army has been crowned as the first Federal agency to reach the $1B mark for the HUBZone Empowerment Contracting Program. This accomplishment is in line with efforts of both the Administration and Congress to promote economic development and employment growth in distressed areas.

The bottom line is to provide small business interests in HUBZones the opportunity to be successful in the Federal Government. We are absolutely dedicated to this initiative.
