Medicare Evidentiary Priorities

The goal of the development of evidentiary priorities is to provide the research community with research topics on clinical practice for which there are significant knowledge gaps. In October 2007, the Centers for Medicare & Medicaid Services (CMS) began the Evidentiary Priorities Initiative by convening a panel of the Medicare Evidence Development & Coverage Advisory Committee (MedCAC). That meeting resulted in the development of research questions on the major diseases and conditions affecting the elderly. We then held a Federal workshop in February 2008 where participants from 13 of the National Institutes of Health (NIH) Institutes, the Centers for Disease Control, the Agency for Healthcare Research and Quality (AHRQ), and CMS further refined and added to the evidentiary priority list and evaluated the impact of each research item on the list. On April 30, 2008, CMS convened a second meeting of the MedCAC to discuss the list and score the items with 10 being the highest priority.

We encourage researchers to consider these evidentiary priorities when designing studies for items or services that have a direct impact on the health and wellbeing of the elderly. CMS is working with AHRQ to develop a process for future revisions to the priority list. CMS research and demonstration projects are investigating several of the health policy topics.
