Enhancements to Homepage Searching, New Comment Timeout Message, and Regulatory Agenda Bookmarking

  • The Home page Search Documents field now combines the functionality of the former 'Search' and 'Comment or Submission' fields, thereby streamlining Regulations.gov search capabilities.
  • On the Public Comment and Submission Form and Review Comment page, users will now receive a notification after 29 minutes that their session will time out in one minute. Users may click 'OK' when the message appears, which will add 30 more minutes to the session. This action can be performed indefinitely, until the user completes and submits the comment. If 'OK' is not clicked to add time, the user will be directed to a page displaying a timeout message and has the option to returning to a Search Results page showing the document being commented on.
  • A Bookmarking feature has been added to the Regulatory Agenda landing page to enable users to return to the bookmarked screen.

Regulations.gov Is a 2008 Web Managers Best Practice Award Finalist

2008 Web Managers Best Practice Award The Web Managers Best Practice Award recognizes federal Web sites that have done an outstanding job of making it easy for their customers to complete their most important task online. The winners and finalists were honored at a ceremony held during the 2008 Government Web Managers Conference on May 5 and 6 in Arlington, Virginia. The award and conference are sponsored by the interagency Web Managers Advisory Council.

Enhancements to Regulatory Agenda on Regulations.gov

The Regulatory Agenda, published every spring and fall, provides uniform reporting of data on regulatory and deregulatory activities under development throughout the Federal Government. The Regulatory Agenda is accessible on Regulations.gov, and now contains enhanced search and tracking features, including the ability for users to search multiple publication periods within Federal agencies, and the ability to link to rulemaking documents that share the same Regulatory Identifier Number (RIN) on the system.

Department of Treasury (TREAS) Deleted Data

On February 14, 2007, the Department of Treasury (TREAS) was implemented on Regulations.gov. The following documents are not accepting comments TREAS Removal Reports and were removed from Regulations.gov. You can continue to access these documents at GPOaccess page.

January 15, 2008

Food and Drug Administration (FDA) Deleted Data

On January 15, 2008, the Food and Drug Administration (FDA) was implemented on Regulations.gov. The following documents are not accepting comments FDA Data Migration Report and have been temporarily removed from Regulations.gov as part of FDA's data migration activities. You can continue to access these Federal Register documents at GPOaccess page.

Attention: The temporarily deleted FDA documents will continue to appear in the search results on Regulations.gov until Monday, January 21, 2008. Selecting a document link for such an FDA document will result in an error page. The Regulations.gov search index will be updated the weekend of January 19, 2008 to resolve this issue. Once this update is complete, Regulations.gov search results will no longer display the deleted FDA documents. Please contact the FDMS Help Desk if you have any questions about FDA's data migration.

December 28th, 2007

On December 28th, 2007, the Nuclear Regulatory Commission (NRC) was implemented on Regulations.gov. In preparation for their data migration the following documents NRC Data Removal Reports were removed from Regulations.gov and are no longer accepting comments. You can continue to access these documents at GPOaccess page.

The all-new Regulations.gov 2.0 features a powerful new search engine and a re-designed homepage that makes searching, commenting and accessing other site features quicker and easier.

  • From the main buttons on the top row of the homepage, users are now able to:
    • Search by entering key words, Document ID or Docket ID number in the Search field and clicking 'Go'
    • Find documents that contain regulations or other actions on which you can submit a Comment or Submission
    • Select More Search Options to see many more search options and features

A new Menu Bar on the left side of the homepage will offer users multiple topics to explore, including What Is on This Site?; How to Use This Site; Site Features; and many Links of Interest.

Introducing new site improvements! Users can now:

  • Subscribe to an RSS feed to receive daily information posted to Regulations.gov from the Federal Register.
  • View the Regulatory Agenda, also known as the Unified Agenda, to preview Federal Agencies' planned rulemaking activities for the next six months.

The all-new Regulations.gov 2.0 will be launched shortly featuring a powerful new search engine and a re-designed homepage that makes searching, commenting and accessing other site features quicker and easier.

More Features Added to Regulations.gov

  • The Regulations.gov comment form (now called Comment and Submission Form) has been redesigned. Clearer instructions and Improvements to the layout of the form make it easier for users to submit comments. Users will also be able to view the related Federal Register (FR) Document by clicking the icon in the "View Document" field. The FR document will open in another window so users can refer to it as they are submitting comments.
  • The confirmation screen for the Comment and Submission Form has been improved. After users submit a comment, the comment tracking number is displayed in bold type, attachment information is shown, and buttons have been added to allow the user to 'Print' or 'Close and Go Back'.
  • The Docket Details screen, which displays all posted documents within the selected Docket, now allows users to narrow or "filter" the Document list. New drop-down menus allow users to filter by document type (e.g., rules, proposed rules, notices, etc.) and date (e.g., posted within the last day, week, year, etc.).
  • Regulations.gov now contains some Federal agency reports that are mandated by statute. Users may view these reports by clicking on "Agency Statutorily Mandated Reports" from the Reports screen.
  • Regulations.gov now includes Semiannual Regulatory Agenda documents. Users can access these documents by clicking on the "Semiannual Regulatory Agenda" link in the "More Site Features" box on the right side of the homepage.

Department of Transportation's Docket Management System migrated to FDMS

On September 30, 2007, the Department of Transportation and the Department of Homeland Security's, United States Coast Guard and Transportation Safety Administration migrated to the Federal Docket Management System (FDMS) on the Regulations.gov web site. Prior to their migration to FDMS, these Agencies were serviced by DOT's Docket Management System (DMS). As a result of the migration, there are several process changes that differ from the procedures followed in DMS. Please access the document at 2007 Migration from DMS to Regulations.gov for instructions on how to perform unique DMS functions in FDMS. These questions and instructions will be continuously updated. You are encouraged to check this section frequently for updates.

More Features Added to Regulations.gov

  • On the Submitter Information screen of the Regulations.gov Comment Form, "Local" and "Foreign" have been added to the Government Agency drop-down menu. Users may now select one of the following Government Agency types from the drop-down menu: Federal, State, Local, Tribal, Regional, or Foreign.
  • On the Advanced Search for Dockets screen, a new searchable attribute called "Docket Sub Type Level 2" has been added. Users may now search by Docket Type, Sub Type, and Sub Type Level 2, if so classified by Agencies.

On July 23, 2007, the Office of Surface Mining Reclamation and Enforcement (OSM), formerly (SMO) and the Indian Arts and Crafts Board (IACB) implemented on Regulations.gov. More Features Added to Regulations.gov

  • Users can now search by Docket ID from the home page. Click on the drop-down menu in Step 4 of the Search area and select Docket ID.
  • The main navigation bar on the home page contains two new items for advanced searches of Dockets and Documents:
    • Search for Dockets
    • Search for Documents
  • Clicking on "Browse and Comment by Topic" displays the Topical Guide page in a cleaner, more organized layout.
  • Users can now sort the display of Documents on the Details screen for any Docket.
  • The home page contains a "New to Regulations.gov?" box to help new visitors become acquainted with the site.

Introducing a new look for Regulations.gov your voice in Federal decision-making! We are committed to improving the features and design of the site for our users. The American Council for Technology named the eRulemaking Program's Federal Docket Management System one of eight winners of the 2007 Intergovernmental Solutions Award. The award honors projects that use technology to deliver results, collaborate among all sectors of government, change organizational business processes, save money or time, and can be replicated by others. The eRulemaking Program was identified as a groundbreaking achievement on the road toward citizen-centered government and is transforming the regulatory development process across Federal Agencies.
