Tribal Leaders Strategy Meeting on Priorities for 2009 - Working Agenda
Purpose: The Obama-Biden Administration and 111th Congress will offer many opportunities for tribes to improve federal policies, and tribal leaders are eager to address a broad range of national, regional and tribalspecific issues. It is important that tribal leaders come together to identify our shared priorities so that valuable time is not wasted, and to avoid reactive policymaking in response to litigation and controversies. The new Administration and Congress will need a coherent strategy to improve federal Indian policy.
Our goal for this strategy session is for tribal leaders to develop two things: (1) a set of priorities for 2009 where we can find success; and (2) clear recommendations on the qualifications of key appointees in the new Administration.

INDIAN NATIONS AND THE 2009 PRESIDENTIAL TRANSITION
INDIAN NATIONS ARE SOVEREIGN GOVERNMENTS, recognized under treaties and the U.S. Constitution. Yet tribal government issues have suffered from inattention during the transition and early years of many prior Administrations. If appointments and major policy decisions are delayed for extended periods, the long term issues in Indian country are left unaddressed and handed on to the next Administration. Any significant reform efforts must be planned during the transition and start at the beginning of an Administration if they are to succeed.

Garcia recently awarded the winners of the Tribal Exchange program, which is a program available only to tribal schools and Native American organizations that teaches Native students at tribal schools the basics of critical thinking, decision making, cooperation and communication through stock market investment.
