Regulations.gov is committed to providing access to our site for all persons with disabilities.

To meet this commitment, the Regulations.gov Web site complies with Section 508 of the Rehabilitation Act of 1973. Section 508 requires that persons with disabilities have access to and use of information and data comparable to the information available to members of the public who are not persons with disabilities, unless an undue burden would be imposed on the Federal government.

Regulations.gov displays or renders documents in various formats:

  • Portable Document Format (PDF) - To view PDF documents, you must first download the free Acrobat Reader software. Instructions and a troubleshooting guide are available on the Adobe website. For best results, make sure you install version 3.0 or later of the Acrobat Reader. If you're using screenreaders or require alternate versions of Adobe Acrobat, you may find it useful to visit Adobe's alternate reader download page.


  • MS Word format (.doc) - MS Word 2000 or later is required to view documents in this format, or you can download the free viewer


  • MS Excel format (.xls) - MS Excel 2000 or later is required to view documents in this format, or you can download the free viewer


  • HTML - HTML documents can be viewed on a number of browsers and are usually in text format. Occasionally, graphic or related files may accompany the HTML documents in a zip file. You can unzip the files onto your local drive and view the document in its intended format or view just the text portion of the HTML.


  • TXT - These are text files that will be displayed on Notepad, and accessory that comes with the Microsoft Windows Operating System. TXT files can also be viewed on any window-based document reader.


  • Image Files (.tiff, .bmp, .jpg, .gif, etc.) - These image files can be viewed in the MS Windows Operating System using Windows Picture and Fax Viewer, MS Picture Manager, and on a number of modern browsers.

If you are an individual utilizing assistive technology (such as a screen reader or a Braille reader) you can enable and disable accessibility using the "Accessibility" link at the bottom.
