Our Mission

Advise the Secretary of Defense on all matters related to small business.

Represent the Secretary of Defense on major small business matters addressed at the OSD level.

Develop DoD-wide small business policy and provide oversight to ensure compliance by all military departments and defense agencies.

Provide Military Departments, Defense Agencies, and Procurement Technical Assistance Centers (PTACs) with training and tools to foster an environment that encourages small business participation in defense acquisition.

The Department of Defense Honors Seventeen Awardees During the 2008 Service-Disabled Veteran-Owned Small Business Awards Ceremony

Recipients represent six Service-Disabled Veteran-Owned Small Business firms, six Department of Defense acquisition professionals, and five Defense prime contractors.

3rd Year Strategic Plan for Service-Disabled Veteran-Owned Small Businesses

DoD has published the 3rd year strategic plan to significantly increase contract and subcontract award opportunities for service-disabled veteran-owned small businesses. Changes for the 3rd year version include a more effective use of databases for strategic sourcing and restricted competition; a focus on SDVOSBs that can bring innovative technologies to the needs of the Warfighter; and relegation of surety bonding to the private marketplace.

Electronic Subcontracting Reporting System (e-SRS) Information

As part of the President’s Management Agenda for Electronic Government (E-Gov), the Electronic Subcontracting Reporting System (eSRS) was developed to collect subcontracting accomplishments. This system replaces the paper Standard Form 294, Subcontract Reporting for Individual Contracts, and the Standard Form 295, Summary Subcontract Report. Government prime contractors and subcontractors submit subcontracting reports, Individual Subcontracting Reports (ISR) and Summary Subcontracting Reports (SSR) via the eSRS website, http://esrs.gov.

The Department of Defense (DoD) began implementation of eSRS In April 2008. Prime contractors and subcontractors (with Subcontracting Plans) are required to submit subcontracting reports using the eSRS for the FY 2008 reporting period and all subsequent reporting periods. Reports for the FY 2008 reporting period are to be submitted by October 31, 2008

DoD Small Disadvantaged Business Price Evaluation Adjustment (PEA) Suspension

Department of Defense (DoD) contracting activities shall continue to suspend the use of the price evaluation adjustment for small disadvantaged businesses (SDB's) in DoD procurement, as prescribed in the Federal Acquisition Regulation (FAR) subpart 19.11 and Defense Federal Acquisition Regulation Supplement (DFARS) subpart 219.11. The suspension is in effect for a one- year period 30 days after the date of this deviation and specifically applies to solicitations issued from March 10, 2008 through March 9, 2009. The current deviation authority expires on March 9, 2008.

Procurement Technical Assistance Centers (PTACs)

PTACs are located in most states and are partially funded by DoD to provide small business concerns with information on how to do business with the Department of Defense. They provide training and counseling on marketing, financial, and contracting issues at minimal or no cost.
