Department of State Electronic Commerce Program -- Authorities and Introduction

About the program:  Electronic commerce is the electronic conversation that occurs between the federal government and vendors, grantees, etc. in the normal proces of doing business.  Per 41 U.S.C. Section 252c(b) (2000), the Department of State Electronic Commerce Program Manager implements the Department's electronic commerce capability for all of the Department of State worldwide. This is done with a lot of help from many people throughout the department. This law applies to electronic commerce of all kinds, from the smallest purchase card purchase to the largest contract as well as all dollar values of grant and cooperative agreements, online property disposal and other activities. The Department's electronic commerce capability includes internal Department of State systems as well as many other tools, some of which are listed below.

Where the program fits in:  The Department of State's Electronic Commerce program is part of the larger federal government effort in electronic commerce. Electronic commerce, "e-commerce" is a subset of e-government, one of the items on the President's Management Agenda (external link).

What we use:  We use the various governmentwide acquisition systems listed on the U.S. federal Acquisition Central website to help automate the acquisition process, leveraging the Internet as we move toward e-government and paperless contracting.  Except for the Grants and Cooperative Agreements page, the pages below list only Department of State-specific information, or additional information not included elsewhere, that the general public, vendors and grantees would find useful about Departmental use of systems listed on the Acquisition Central website (external link).  For more information on these systems, please see the Acquisition Central website (external link).

Micropurchase threshold, micropurchases and micro-purchases:  Please note that in using these systems, the Department of State's micropurchase threshold is currently $3,000.00, except for services performed within the United States .  For services performed within the United States , the Department of State’s micropurchase threshold is $2,500.00Micropurchases and micro-purchases both mean purchases, or contracts, with a grand total dollar value of at or under the micropurchase threshold.
