Policy Division

A/OPE/PD provides Department-wide leadership and expertise in the area of acquisition.

We’re responsible for:

  • Issuing the Department’s procurement policies and regulations for both domestic and overseas contracting activities to improve the overall quality of acquisition.
  • Promoting the use of electronic commerce in the Department’s acquisition systems.
  • Providing policy and assistance on various IT procurement issues.
  • Providing an independent Competition Advocate responsible for promoting the acquisition of commercial items, encouraging competition in contracting, and challenging barriers to both.
  • Managing the Department’s acquisition career program with the overall goal of improving the competence of the Department’s acquisition workforce.
  • Maintaining the Overseas Procurement Training Program by providing procurement specialists with current and relevant acquisition information.
  • Providing program management support to other assigned programs as they relate to the Department’s acquisition system, including the environmental program.

A/OPE/PD also serves as the Department’s Program Managers for the Worldwide Purchase Card Program, the Acquisition Career Management Program, the Electronic Commerce Program, and the Federal Procurement Data System-Next Generation Program.
