Conflicting Financial Interests, Being Rescheduled . This course is presented in two parts. Part I explains how to identify disqualifying financial interests under 18 U.S.C. § 208. Part II explains how to handle disqualifying financial interests by suggesting remedies to resolve conflicts, referring cases to the Inspector General and/or the Department of Justice, and notifying OGE of referrals.

Analyzing Gift Issues, November 19, 2008. As the ethics counselor and caretaker of your agency’s ethics program, you often must help your employees steer a course through the sometimes tricky terrain of gift giving. With so many occasions to give and receive gifts, is it any wonder that employees are unsure about what they can and cannot do? This course gives you the tool you need to determine whether a gift is permitted. The course provides and in-depth analysis of the rules pertaining to gifts between employees and gifts from outside sources. The hands-on practice and real world exercises will give you the opportunity to improve your skills.

Gifts Between Employees, December 3, 2008. This course helps participants determine who employees may give gifts to, and receive gifts from, and identify the general standards for gifts between employees. Participants differentiate the categories of gift exceptions, and discover the circumstances under which employees may solicit and/or make contributions for a gift. Course format includes lecture, practical exercises and case studies.

450 Review Course, January 21, 2009.  This course covers the fundamentals of how to certify OGE Form 450s.  Participants analyze each entry on a fictitious filer’s 450 and resolve reporting errors and conflicts of interest.  The class format includes lecture, discussion, and hands-on exercises for each part of the form.

Gifts form Outside Sources, February 18, 2009. This course explores the inherent pitfalls when Federal employees receive gifts from outside sources and identifies what continues prohibited gifts from outside sources. Course format includes lecture, practical exercises, brainstorming, discussion, and case studies.

Seeking Employment, March 18, 2009. This course enables participants to determine whether employees are participating personally and substantially in a particular matter that would have a direct and predictable effect on the financial interests of a prospective employer. They also learn how to determine whether the employees’ activities constitute seeking employment and identify appropriate remedies for possible conflicts. Course format includes lecture, brainstorming, practical exercises, independent reading, and case scenarios.

Public Financial Disclosure Review Course (278), April 22, 2009. This course focuses on the skills and knowledge required to review and analyze the Executive Branch Public Financial Disclosure Report (SF 278). Participants practice determining technical accuracy, potential conflicts of interest, and appropriate remedial actions. Attendees apply this knowledge by analyzing Chris Cleer’s SF 278, using various review aids, such as a prohibited sources list.

OGE Impartiality- In whose Eyes, May 13, 2009. This course will make sure you know how to handle the most common appearance problems resulting from your employees’ personal and business relationships. The course will help you identify the tree rules under the Personal and Business Relationships standard, decided when the reasonable person question is requested, analyze the covered relationship rule, analyze the household member rule, decided when to use the other appearances rule, and recommend remedies for appearance problems.

Post Employment, June 24, 2009. This course provides an overview of the post-employment statute, 18 U.S.C. § 207, as well as a step-by-step methodology for analyzing post-employment situations. Course format includes lecture and practical exercises.
