Statement by the Press Secretary

On Tuesday, March 11, 2003, the President signed into law:

H.R. 395, the "Do-Not-Call Implementation Act", which authorizes the Federal Trade Commission to promulgate regulations establishing fees sufficient to implement and enforce a "do-not-call" registry to be used by telemarketers.
