FEMA Accomplishments: Hurricane Katrina Recovery Mississippi Transitional Recovery Office Directors Brief August 2008 Introduction Since August 2005, FEMA has obligated over $9 billion to Mississippi.  These obligations are in the form of individual assistance, infrastructure, mitigation, mission assignment operations, and administration.  The FEMA presence in Mississippi has also generated thousands of jobs through FEMA and contract positions. The purpose of this document is to provide information regarding the FEMA investment and accomplishments. Staffing Levels At the peak of operations, 1,674 employees were assigned to the Mississippi Transitional Recovery Office. The current staffing level is 979 with 70% of those from Mississippi. Public Assistance (PA) Public Assistance (PA) Overall Accomplishments * Obligated more than $2.84 billion in public infrastructure repair * Processed 22,469 project worksheets including versions * Obligated more than $601 million to public buildings restoration * Completed more than 1040 final inspection reports for Project Worksheets PA – Education Accomplishments * Public Schools (K-12) • Obligated over $246 million to public schools in the lower 6 counties • Obligated over $7 million to public schools in the rest of the state * Higher Education • Obligated nearly $36.2 million to state higher education schools * Private Non-Profit Schools • Obligated over $58 million to private non-profit throughout the State PA - Public Safety Accomplishments * Over $42.6 million obligated to replace patrol cars and police equipment * More than $8.4 million obligated to restore fire stations and equipment PA – Health/Medical Service Accomplishments * More than $55 million obligated to restore health and medical services PA – Utilities/Public Works Accomplishments * More than $62.7 million obligated for roads and bridges in 556 Project Worksheets * Over $824.5 million obligated for public utilities in 704 Project Worksheets Public Assistance – Other * Obligated nearly $20 million for the repair and rebuilding of historical and cultural projects * More than $147.9 million for the repair of various ball fields, community centers, cemeteries, beaches and other recreational facilities Projected Funding Increase of $703,000,000.00 * Significant increase in costs of Utility Projects in the three coastal counties is expected as final design and bids are received * Additionally, significant increases in costs due to application of Cost Estimating Format on Improved/Alternate Projects will contribute to the increased need for funding Marine Debris Removal Accomplishments: * Obligated $97 million to clean coastal waters * Over 389,935 cubic yards have been removed  * Removal was conducted by local contractors and fishermen * Initiated restoration plan review * Roads in HA-4A were repaired and signed off by FEMA, State and Contractor * Marine Debris project completed May 31, 2008 * All 15 contracts are 100% complete Individual Assistance (IA) IA Accomplishments * 518,100 families registered with FEMA * Over $1.2 billion paid out for the Individual Assistance program, i.e., rental assistance, repair/replacement, emergency assistance * Over $418 million paid out for Other Needs Assistance, i.e., medical, personal property, transportation IA Housing Accomplishments * Over 44,000 families received temporary housing * Completed deactivations total 38,367 * Over 126,057 families received rental assistance * Over 259,951 phone calls to the Mississippi call center * Through a FEMA Pilot Project Grant, MS has placed occupants in 2,794 MS Alternative Housing Program Cottages IA Volunteer Agency Liaison Accomplishments * Liaison assistance to 17 Long Term Recovery Committees * Collaboration with State Volunteer Organizations Active in Disaster (VOAD) * Coordinated with agencies for more than 16,000 applicants * Host to 16 “Helping Hands” Workshops Mitigation Hazard & Performance Analysis Accomplishments * Designed the construction of four mitigation demonstration houses to illustrate the techniques appropriate for mitigation construction * Provided technical assistance to the Harrison County Schools’ and Jackson County Schools’ architectural and engineering design teams to meet FEMA 361 Shelter Standards Hazard Mitigation Grants Program Accomplishments • $62.1 million obligated for 71 projects - Significant projects include: • 1,961 completed saferoom-storm shelter sites • Statewide generator initiative • Statewide siren/warning system initiative • Building Codes and Standards • Stone County Stand Alone Shelter • Stone Elementary Project • Perkinston Elementary Project Hazard Mitigation Grants Program Accomplishments • Approved the first Enhanced Building Codes and Standards Global Match Project for $5 million allowing credit toward the 25% statutory HMGP match • Across the state, 251 jurisdictions have a Hazard Mitigation Plan approved by MEMA and FEMA. Only 18 approved plans prior to Hurricane Katrina. National Flood Insurance Program Accomplishments • Provided new Digital Flood Insurance Rate Maps (DFIRM) for the 3 lower counties and 14 communities • Established first ever Regional Community Rating System Outreach Strategy Team for Coastal Communities to create strategies to disseminate information to residents about local hazards and flood insurance • Credentialed 53 community officials in the Certified Floodplain Manager program. The FEMA Gulf Coast Recovery Office and the Mississippi Transitional Recovery Office want to express appreciation for the strong partnership and cooperation provided by the State of Mississippi in the Hurricane Katrina recovery effort.
