INTERMITTENT LEGAL ADVISOR IN BOSNIA AND HERZEGOVINA


About the Office: The mission of the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) is to develop and administer technical and developmental assistance designed to enhance the capabilities of foreign justice sector institutions and their law enforcement personnel, so those institutions and their personnel can more effectively combat terrorism, organized crime, corruption, financial crimes, trafficking in persons and other types of crime, in a manner consistent with the rule of law, and can more effectively cooperate regionally and with the United States in combating such crime.

Responsibilities and Opportunity Offered: Seeks an experienced Department Trial Attorney or Assistant United States Attorney to serve as an Intermittent Legal Advisor (ILA) in Sarajevo, Bosnia and Herzegovina. This detail is for a term of six months. (This is a reimbursable detail.) The ILA will represent the Department of Justice and will work to strengthen the criminal justice relationship between the U.S. and Bosnia and Herzegovina and to raise Bosnia and Herzegovina’s ability to effectively combat serious crime while complying with international norms and obligations, particularly in dealing with counter-terrorism, organized crime, war crimes and trafficking in persons. The ILA, working with the OPDAT Resident Legal Advisor and other U.S. and international donors, will be directly involved in capacity-building assistance regarding terrorism, organized crime, trafficking in persons, financial crimes, war crimes and other complex crimes. The ILA will be stationed in Sarajevo will be working primarily in the Bosnia and Herzegovina State Court Prosecutor’s Office (similar to a federal prosecutor’s office). The position may require frequent travel within Bosnia and Herzegovina.

Qualifications: Required qualifications: Applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of a State, territory, or the District of Columbia. Applicants must be a current Department Trial Attorney or Assistant United States Attorney and have at least four or five years of post J.D. experience to be qualified at the GS-14 or 15 level. Applicants must have the ability to function effectively in an international, multi-cultural environment, possess excellent interpersonal and management skills, be mature and self-sufficient, communicate effectively orally and in writing, be able to efficiently carry out work projects, and possess extensive prosecutorial experience.

Preferred qualifications: Specialized experience handling terrorism, trafficking in persons, organized crime and war crimes cases is desired. Comparative law experience with the legal systems of Central and Eastern Europe is desired. Written and spoken language proficiency in Bosnian, or another language spoken in southeastern Europe, is also desired, but not required.

Travel: Periodic travel will be required.

Location: The ILA will be stationed in Sarajevo, Bosnia and Herzegovina in August 2008.

Relocation Expenses: Selected relocation expenses may be authorized.
