Fiscal Year 2003 Pre-Disaster Mitigation Program
Program Information
For the Fiscal Year 2003 PDM Competitive Program, approximately $131.5 million is available for PDM competitive grants, technical assistance and program support. From the $150 million FY 2003 appropriation for the PDM program, $975,000 was rescinded by a general provision in the law that directs every program, project, and activity be reduced by 0.65 percent. FEMA made available $250,000 ($248,375 after rescission) through separate notice to each of the fifty States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, and American Samoa for State and local hazard mitigation planning. $3.6 million of PDM funds were made available through separate notice as Disaster Resistant University (DRU) grants for pre-disaster mitigation activities that benefit universities.

Applications Statistics
- Applications received: 52 States/Territories, 13 Indian tribal governments, and the District of Columbia
- Sub-applications received: 459 competitive (134 planning and 325 project) totaling $363 million
- Sub-applications selected for award: 120 project sub-applications totaling $94 million and 124 planning sub-applications totaling $17 million
