Regional Administrator, Region II

Mr. Kempf was appointed Director (now Administrator) for Region II of the Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA), in January 2006.  FEMA Region II is headquartered in New York City and oversees agency operations in New York, New Jersey, Puerto Rico and the U.S. Virgin Islands.  This is Mr. Kempf's second tour of duty for FEMA: he had held the position of Regional Director for Region II from 1990 to 1993.  He has over 30 years experience in emergency management, including work as a first responder, with both federal and state regional partners.

Prior to returning to FEMA, Mr. Kempf worked for a large international engineering firm where he served as vice president for infrastructure emergency protection and coastal management.  In that role, he worked on project development related to infrastructure security planning, emergency management, coastal protection and municipal engineering.  His prior experience also includes GPU Nuclear Corporation where he directed radiological offsite emergency preparedness activities for Oyster Creek Nuclear Generating Station and supported offsite activities at Three Mile Island.  He is a disabled firefighter who also served as an instructor and Divemaster for his fire company's Underwater Search and Recovery Team, and served as an elected Fire Commissioner for his Fire District.

Mr. Kempf has held numerous elected and appointed state and local positions, including two terms as a Commissioner on the New Jersey Coastal Erosion Commission. He was vice president of The New Jersey Shore Partnership, Inc. for over 10 years, and had been a member of several Boards of Directors for organizations such as the Monmouth-Ocean Development Council and others. 

He holds a Bachelor of Arts degree in Business Management and Master of Science in Organizational Development and HRM from Upsala College and Graduate School.  He is a Certified Emergency Manager and a member of the International Association of Emergency Managers.  Mr. Kempf is also an Adjunct Professor of Social Sciences and Psychology at Ocean County College, NJ.

Mr. Kempf's experiences with FEMA and the public and private sectors include having served as a Federal Coordinating Officer and managing federal response and recovery efforts, mitigation activities after major flooding, and supporting state and local emergency managers through offsite planning at nuclear facilities.  He is a foremost expert on the natural and technological hazards typical of the northeast part of our nation.
