In the aftermath of Hurricane Katrina, a number of foreign governments and international entities generously made donations of financial assistance to the U.S. Government to support Hurricane Katrina relief and recovery efforts. As provided for in the National Response Plan, the Department of State (DOS) acted as the intermediary for these offers of foreign assistance. In March, 2006, the Department of Education (ED) entered into a Memorandum of Agreement with DOS and agreed to accept approximately $30 million in foreign donations for institutions of higher education pursuant to its gift acceptance authority.

ED has identified several institutions in Louisiana and Mississippi to share in this special gift of foreign aid to assist in reconstruction from the effects of hurricanes in the Gulf of Mexico in calendar year 2005. For a list of eligible institutions, click on the "Eligibility" link above.

Hurricane Katrina Foreign Contributions Awards are intended to assist institutions of higher education (IHEs) that suffered losses as a result of hurricanes in the Gulf of Mexico in calendar year 2005. Awards may be used for several purposes directly-related to hurricane damage and recovery, including reconstruction costs and other expenses such as equipment, supplies, circulation materials, tuition, room and board.
