Wyoming Purpose of the Procedure Flood insurance studies search for geospatial data during pre-scoping and scoping tasks. If needed data are not available, studies might fund the collection of new data and would like to know about other organizations that might share in these costs. Detailed information about the role geospatial data coordination plays in studies is in the Geospatial Data Coordination Implementation Guide, which is available at , and in Scoping Guidelines: Pre-scoping and the Scoping Meeting, which is available through the Regional Management Center (RMC). Resources developed through FEMA’s geospatial data coordination activities provide information about data and contacts for organizations that have geospatial data that cover large areas (like states) in which many studies are interested. Studies can avoid wasting time with dead-end searches and cold calls by starting with these proven sources of information. One resource is this Geospatial Data Coordination Procedure. It outlines sources of geospatial data and contact information, preferences for base map data and state geospatial participation in studies, and other useful information for the State. Some counties may have a sufficient road centerline file. The State is currently working on an accurate up-to-date road centerline base map on the state level. A preliminary version of this dataset may be available soon. Geospatial Data Coverage Find below information about and links to statewide (and Federal agencies’ national) geospatial datasets. Data Distribution Process for State Data Data is available for free download on the WYGISC website at http://www.wygisc.uwyo.edu/data.htm. WYGISC also provides a clearinghouse, data IMS(s), and a new metadata server (the GeoLibrary). You may also contact the office to have data loaded on CD or DVD. In addition, the office may have more up-to-date datasets or be able to direct you to other data sources on the local level. Most data is free of charge for FEMA related work and has no restrictions for access or redistribution. Federal Nationwide Geospatial Data Holdings Information about nationwide holdings and programs of Federal agencies is available from the Mapping Information Platform web site at . Finding and Accessing Other Existing Geospatial Data Find below information about and links to ways of searching for additional geospatial data available for the State. These capabilities can be useful for finding geospatial data other than the statewide and Federal data listed above, including those of special governments, counties and parishes, municipalities, tribes, universities, and other organizations. Clearinghouses and Inventories for the State The state maintains an inventory of GIS data through a clearinghouse on the WYGISC website. The clearinghouse allows users to search for available data using various search methods. The site provides data source, scale, type, metadata, and a link to download the data free of charge. The website can be accessed through the link http://www.wygisc.uwyo.edu/clearinghouse/. In addition to the clearinghouse website, the state performs an annual statewide survey that inventories GIS data available throughout the state on the local level. The goal is to compile the questionnaire results received from local GIS managers into a spreadsheet and eventually make that available online. To get the most up to date list of inventory in the state of Wyoming it is best to contact the WYGISC office. New data may be available that has not be updated on the web. In addition their office will be aware of proposed data projects or projects that are in progress and may soon become available. National Digital Orthophoto Program (NDOP) and National Digital Elevation Program (NDEP) Tracking Systems These systems allow the search of orthophoto and elevation project information entered by federal and other organizations. To access the NDOP system, go to the NDOP web site at and follow the link “Project Tracking.” For the NDEP system, go to the NDEP web site at and follow the link “Project Tracking.” TED Query Tool This tool provides access to information about Federal, state, and local government agency and private sector data holdings gathered by the Census Bureau. It is available through the geospatial data coordination lead at the Regional Management Center. Geospatial One-Stop Geospatial One-Stop, available at , provides access to geospatial data from many sources. Two parts of the site that should be investigated are the “data categories” for existing data and the “marketplace” for data that are planned or in-work and for potential partners for new data collection activities. Working with People Useful State and Federal Contacts The main contacts for the State’s geospatial activities and Federal agencies’ representatives in State are available on the Mapping Information Platform web site at Involving the State’s Geospatial Coordinator in Flood Studies The State is responsible for outreach efforts and support, annual statewide questionnaire development and implementation, pre-scoping questionnaire implementation, pre-scoping meetings, access to Wyoming Map Modernization Annual Business Plan, collection of local GIS data for Wyoming Map Modernization GIS database, local, state and federal contact lists, and inventory of community mapping needs and activities gathered through outreach activities, annual and pre-scoping questionnaire. In order to participate in the FEMA flood hazard mapping effort, this office prefers to be contacted in all of the following ways: a. Send project list to WOHS/WyGISC 3MS at the start of each year. b. Conference call with WOHS/WyGISC 3MS at the start of data discovery for each individual project. c. Correspondence with WOHS/WyGISC 3MS througout the DFIRM mapping process, by e-mail, phone calls, and letters. d. Send pre-scoping and scoping reports to WOHS/WyGISC 3MS when published in digital and hardcopy formats. e. Inform WOHS/WyGISC 3MS of preliminary map release and contact list so appropriate pre-scoping measures can occur. f. Inform WOHS/WyGISC 3MS of Final CCO meetings for Wyoming. Wyoming has a working relationship with RMC 8 that is responsible for updating the multi-hazard maps, and WyGISC has access to the Wyoming Flood Map Modernization Business Plan. State Coordination Process for Building Geospatial Partnerships Currently, the State does not have a process for building Geospatial Partnerships. Finding Local Geospatial Contacts Local contacts, including those from special government districts (for example, a regional planning commission); counties, parishes, or equivalent governments; tribes, municipal governments; and other organizations (for example, local universities) also have geospatial data that can help a flood insurance study. Contact information is available from the FEMA archive and web searches at government link portals such as . The State maintains a statewide GIS contact list available through the Wyoming Geographic Science Center (WYGISC). The WYGISC is in the beginning stages of developing a database to house state and local GIS data for the Wyoming Map Modernization Program. A web accessible contact list is currently under development; however, an up-to-date digital contact list is available by contacting the WYGISC office. General contact information for each county or links to individual county websites can be accessed through the Wyoming Local Government contact page at ..
