If needed data are not available, studies might fund the collection of new data and would like to know about other organizations that might share in these costs. Resources developed through FEMA’s geospatial data coordination activities provide information about data and contacts for organizations that have geospatial data that cover large areas (like states) in which many studies are interested. Studies can avoid wasting time with dead-end searches and cold calls by starting with these proven sources of information. One resource is this Geospatial Data Coordination Procedure. DATAMIL services are provided free of charge to all users. Clearinghouses and Inventories for the State There is a statewide repository of Delaware base layers which is hosted by Delaware DATAMIL. DATAMIL is known as the official geospatial data clearinghouse for the State of Delaware and serves as Delaware’s node on the National Spatial Data Infrastructure (NSDI), and Geospatial One-Stop. DATAMIL is a publicly accessible web site (http://datamil.delaware.gov/). The state has an existing inventory of geospatial products in the following formats: a. Two parts of the site that should be investigated are the “data categories” for existing data and the “marketplace” for data that are planned or in-work and for potential partners for new data collection activities. Working with People Useful State and Federal Contacts The main contacts for the State’s geospatial activities and Federal agencies’ representatives in State are available on the Mapping Information Platform web site at https://hazards.fema.gov/contacts/StateContacts/contacts.asp?page=DE Involving the State’s Geospatial Coordinator in Flood Studies Delaware has complete DFIRM coverage since 2004. Contact between FEMA, the RMC, and the State Contact is generally limited to phone conversions regarding updated base layers for use in updates to existing DFIRMs. Examples include coordination calls regarding the status of new LIDAR in Sussex and parts of Kent County, and new DELDOT transportation and political boundary layers for use in the revised New Castle County DFIRM datum conversion product. State Coordination Process for Building Geospatial Partnerships The Delaware Geographic Data Committee (DGDC) and the Delaware Spatial Data Implementation Team (i-Team) are both the lead GIS Committees in the state. DGDC serves as a forum for technical, operational, and community-wide discussions and the I-Team, which represents the highest levels of state and county governments, serves as a steering committee and oversees the maintenance of the basic data known as the Delaware Spatial Data Framework.
