James E. Cason

James E. Cason was appointed in August 2001 and continues to serve
as Associate Deputy Secretary for the Department of the Interior. In
this position, Jim assists the Deputy Secretary with the review and
management of DOI operations, policies, procedures, regulations, and
legislation in order to ensure the effective coordination of DOI
programs, within DOI and with other agencies, Congress, public interest
groups, and state, local, and tribal governments. In March 2007, he was
also tasked with fulfilling the duties and responsibilities of the
Assistant Secretary for Policy, Management and Budget. With this
assignment, Jim is currently engaged in the management of departmental
policy issues, budget, law enforcement, security, human resources,
business management, wildland fire, information technology, and
international affairs. Jim is from Portland, Oregon and earned a
bachelor’s degree in business administration and graduated magna cum
laude from Pacific University.

Karen S. Evans

Karen Evans is the Administrator of the Office of Electronic
Government and Information Technology (IT) at the Office of Management
and Budget. She oversees implementation of IT throughout the Federal
government including advising the Director on the performance of IT
investments, overseeing the development of enterprise architectures
within and across agencies, directing the activities of the Chief
Information Officer (CIO) Council, and overseeing the usage of the
E-Government Fund to support interagency partnerships and innovation.
She also has responsibilities in the areas of capital planning and
investment control, information security, privacy, accessibility of IT
for persons with disabilities, and access to, dissemination of, and
preservation of government information. Prior to becoming
Administrator, Ms. Evans was the CIO for the Department of Energy. She
holds a Bachelor's degree in Chemistry and a Master of Business
Administration degree from West Virginia University.

Mr. Joseph F. Klimavicz was named National Oceanic and Atmospheric
Administration (NOAA) Chief Information Officer (CIO) and Director,
High Performance Computing and Communications in January 2007. In this
position, he is responsible for implementing the Clinger-Cohen Act,
Federal Information Security Management Act, and other statutory
requirements regarding the acquisition, management, and use of NOAA's
information and information technology resources to include NOAA’s high
performance computing and communications infrastructure. Mr. Klimavicz
is also responsible for NOAA’s Homeland Security Program to ensure
business continuity in the event of a terrorist attack, major disaster,
or other emergency, and he serves as the Department of Commerce (DOC)
Senior Agency Official for Geospatial Information (SAOGI). He
previously served in the Department of Defense (DOD) as the National
Geospatial-Intelligence Agency Deputy CIO, and as the DOD SAOGI.

Steven P. Wallach

In October 2005, Mr. Wallach assumed his current position at the
National Geospatial Agency as Technical Executive, where he serves on
the Agency’s Executive Committee and leads NGA’ transformation efforts,
including advancing geospatial intelligence, horizontal integration
with community partners, fully enabling web services for GEOINT access
and collaboration, and moving towards Foundation-Based Operations for
the community. Mr. Wallach began his career with the Defense Mapping
Agency (DMA) Aerospace Center in 1978.A native of St. Louis County,
Missouri; Mr. Wallach received a B.S. in Earth Science from Northwest
Missouri State University. He completed a master’s degree in Computer
Resources Management at Webster University, and is a graduate of the
Armed Forces Staff College, the Industrial College of the Armed Forces,
and the Senior Acquisition Course from the Defense Acquisition
University. Mr. Wallach is married and has two children.

James C. Dalton

Mr. James C. Dalton currently serves as Chief of the Engineering and
Construction (E&C) Community of Practice and is responsible for
policy, program, and technical expertise in the execution of over $10
billion of design and construction programs for the U.S. Army, U.S. Air
Force, Department of Defense, other Federal agencies, and over sixty
foreign nations. He provides leadership to a field organization
consisting of 8 divisions, 41 districts, and approximately 15,000
personnel and guides the development of engineering and construction
policy for the Corps world wide Civil Works, Military, and
Environmental Missions. He also serves as the Corps South Atlantic
Division Regional Integration Team (RIT) leader. Mr. Dalton earned his
B.S. degree in Architectural Engineering in 1978 from N.C. A&T
State University in Greensboro, N.C. He was selected for Long Term
Training and attended N.C. State University where he earned his Masters
Degree in Civil Engineering in 1992. Mr. Dalton is a registered
professional engineer in Virginia. Mr. Dalton is married and has a
daughter and son.

Mark Schneider

Mark Schneider was confirmed by the Senate as Commissioner of
Education Statistics on October 25, 2005. As Commissioner, he heads the
National Center for Education Statistics, the third largest federal
statistical agency, in the United States (in terms of budget) and
supervises many large scale assessments, including the National
Assessment of Educational Progress, as well as international
assessments such as the Program for International Reading Literacy
Studies (PIRLS), the Program for International Student Assessment
(PISA) and the Trends in Mathematics and Science Studies (TIMSS).
Previous to his appointment as Commissioner, Schneider was
Distinguished Professor of Political Science at the State University of
New York at Stony Brook. During his academic career, he published over
100 papers in scholarly journals. His book, Choosing Schools (Princeton
University Press 2000)¸ won the Policy Studies Organization’s Aaron
Wildavsky Best Book Award. His most recent book, Charter Schools: Hope
or Hype, was published by Princeton University Press in June of 2007.
Schneider earned his Ph.D. in 1974 from the University of North
Carolina, Chapel Hill.

Tom Pyke

Tom Pyke leads the Department of Energy's effective use of information
technology and the management of the Department's information
technology resources, with an annual budget of $2.1 billion. Before
joining the Department of Energy, Tom was the Chief Information Officer
of the Department of Commerce. At the Department of Commerce, Mr. Pyke
was a senior manager of information technology for over 30 years. He
earned a BSEE as a Westinghouse Scholar from the Carnegie Institute of
Technology and an MSE in Computer Systems as a Ford Foundation Fellow
from the University of Pennsylvania.

John Teeter is the Deputy Chief Information Officer and former Chief
Enterprise Architect for the U.S. Department of Health and Human
Services (HHS). In this role, he is responsible for all aspects of
information resources management including several enterprise programs

control, enterprise security and the development, maintenance and use
of the HHS enterprise architecture.

and economic research on housing policy as well as for evaluation and

Assistant Secretary for Administration. In addition to Dr. Williams’
23-years of experience in the private sector she is aided by
significant academic preparation: Dr Williams holds a Bachelor of Arts
from Howard University, an M.B.A from the University of Chicago and an
M.A. and Ph.D. from Stanford University.

Richard F. Mangogna

Richard F. Mangogna was appointed by President George W. Bush on April
8, 2008, as the U.S. Department of Homeland Security’s (DHS) Chief
Information Officer (CIO). As the CIO, Mangogna oversees the
department’s $5.4 billion in Information Technology (IT) programs.
Mangogna is responsible for communicating and implementing the DHS
Secretary and Under Secretary for Management's leadership direction
related to the IT function. He is responsible for designing, in
collaboration with the Chief Information Officer Council, the optimum
structure, processes and systems to support both departmental and
component missions and goals and to achieve IT functional excellence.
Mangogna defines department IT priorities, policies, processes,
standards, guidelines and procedures. Mangogna has extensive continued
professional development in the Harvard Advanced Management Development
Program, the Harvard Managing Computer Resource Program, the Dartmouth
Senior Management Program, and IBM’s Systems Engineering Program.

Vance E. Hitch

Vance Hitch has served as the Deputy Assistant Attorney General and
Chief Information Officer of the Department of Justice since April
2002. He has over 32 years of experience in leading government
organizations successfully through major change initiatives. At DOJ, he
is responsible for leading and implementing the effective and efficient
acquisition and management of information technology across the
Department. He manages the Department’s $2.4 billion information
technology programs, providing oversight and strategic guidance to the
components within the Department, as well as major internal investments
that serve the over 115,000 employees within DOJ. Mr. Hitch provides
advice to the Deputy Attorney General and Assistant Attorney General
for Administration in the management of IT infrastructure across the
approximately 2,000 locations in 500 cities across the US where the
Department has assets. Mr. Hitch earned a Masters of Systems Management
from George Washington University in 1973 and a Bachelor of Science in
Physics from Muhlenberg College in 1967. He served in the United States
Navy from 1969 1973, attaining the rank of lieutenant.

Patrick Pizzella

Patrick Pizzella was nominated for Assistant Secretary for
Administration and Management at the Department of Labor by President
George W. Bush on April 25, 2001 and confirmed by the U. S. Senate on
May 9, 2001. As Assistant Secretary of Labor, Mr. Pizzella serves as
the principal advisor to the Secretary of Labor in the administration
and management programs of the Department and as the Department’s Chief
Information Officer and Chief Human Capital Officer. Mr. Pizzella
provides leadership and policy guidance to the Secretary of Labor in
the areas of budget, human resources, information technology,
procurement, facilities management, administration, and the
Department’s overall civil rights program. Pizzella is a native of New
Rochelle, New York. He received a B.S. in Business Administration from
the University of South Carolina.

Susan H. Swart, a member of the Senior Foreign Service with the rank

Transportation Statistics (BTS), a component of the Research and

directing the Bureau of Justice Statistics, and directing research and

University of Oxford. He served more than 21 years as a submariner,
including command of a nuclear attack submarine. Joining the Department
of Defense in 2004 as a civilian, he served at U.S. Joint Forces
Command, the Joint Staff and the Office of the Undersecretary of
Defense for Policy before joining the Department of Veterans Affairs in
April 2008.

Molly A. O'Neill, confirmed by the U.S. Senate on December 8, 2006, is
the EPA's Assistant Administrator for the Office of Environmental

management, and access to the Agency's environmental information. This
also includes the management of the Agency's IT infrastructure. As
EPA's CIO, she is a member of the Federal CIO Council, where she
currently serves as the Co-chair of the Architecture and Infrastructure
Committee. Prior to joining EPA, Ms. O'Neill was the State Director for
the National Environmental Information Exchange Network at the
Environmental Council of the States (ECOS). She also spent 14 years
working as a management and information technology consultant in the
private sector focusing on the environment, health, and safety areas.
She is a graduate of Virginia Tech.
