Purpose
Part D of Title III of the Public Health Service Act as amended, Subpart X - Primary Dental Programs, Section 340G (42 USC 256g) authorized the Secretary to award grants to States to improve the accessibility of the oral health workforce for underserved geographic areas and populations.  Section 340F defines a designated shortage area as "an area, population group, or facility that is designated by the Secretary as a dental health professional shortage area under section 332 or designated by the applicable State as having a dental health manpower shortage."

This announcement solicits applications for the Grants to States to Support Oral Health Workforce Activities Program.

This Program is designed to help States address demonstrated oral health workforce needs.

Matching Requirements
An entity that receives a grant under this program must contribute non-Federal funds to activities carried out under this grant to an amount equal to at least 40 percent of the Federal funding support of the project. Matching funds may be a combination of in-kind contributions, fairly valued, and any other funding from State, local, community, or other organization sources.

Special Consideration
Special consideration shall be given to projects that involve the State Health Department's oral health program with public-private collaborations to provide practitioners who care for underserved and disadvantaged populations and other high risk groups, such as the elderaly, the intellectually disabled, individuals with HIV/AIDS, substance abusers, homeless, and victims of domestic violence, and address linkages between the project and Healthy People 2010 objectives and health disparities. Special consideration will also be given for projects that identify and implement innovative methods of ongoing assessment of dental workforce supply and requirements to successfully address the oral health needs of priority populations.
