We encourage individuals who applied for admission to the HMMEPP Series to consider participation in the Emergency Management Master Exercise Practitioner Program (EM MEPP) Series #8. Audience: MEPP Eligibility is open to local, Tribal, State, Territorial, FEMA, and other Federal agency emergency management/emergency services personnel whose responsibilities involve emergency management exercises. This includes exercise training officers, emergency managers, emergency services personnel from fire, emergency medical, hospitals, public/environmental health, coroners, law enforcement, corrections officials, public works/utilities, community service/volunteer agencies, and private entities who participate in emergency services/emergency management exercise development, control/simulation, and evaluation teams and/or who manage exercise programs.
Eligibility for Student Stipend Reimbursement FY07: Individuals from local, State, Tribal Nations, Trust Territories, volunteer organizations, and non-profit organizations will be able to secure reimbursement for their eligible travel expenses and be provided housing at Noble Emergency Training Center (NETC), Emmitsburg, MD, or the Noble Training Center (NTC), Anniston, AL at no charge. Prerequisities: Applicants must complete the IS-139 Exercise Design independent study course.

CEU’s: All 3 courses are eligible for CEU’s, 2.5 CEUs for each course completion.
To Apply: Complete a FEMA Form 75-5, General Admissions Application with student signature and signature of supervisor or sponsoring agency official.

A letter from the applicant requesting admission to the program. The letter should address applicant's qualifications, expectations, and commitment to complete the entire program.

A letter of recommendation from the applicant's immediate supervisor indicating the organization's commitment to allow the applicant to complete the entire program.

If the applicant is accepted as an MEPP candidate, the individual will be enrolled in an MEPP series. Applicants are not permitted to enroll in different courses in the other MEPP series. Each MEPP series consists of three (3) resident courses typically at EMI on the campus of the National Emergency Training Center (NETC) in Emmitsburg, Maryland and/or Noble Training Center (NTC) in Anniston, Alabama. Please note that a MEPP Series may have courses scheduled at both EMI and NTC. Courses conducted at EMI Emmitsburg will have an “E” code in front of the number; courses conducted at NTC will have a “B” code in front of the course number. These three (3) courses must be completed in this order:

E or B 136 Exercise Development Course
