 Information Update on Eligibility for Reimbursement FY07
We are pleased to inform you that individuals from local, State, Tribal Nations, Trust Territories, volunteer organizations, and non-profit organizations will be able to secure reimbursement for their eligible travel expenses and be provided housing at Noble Training Center at no charge.  For more information, please visit the Student Information website.  We wish to thank the Centers for Disease Control (CDC) for their support and funding of the HM MEPP series for FY07.

Target Audience:Eligibility for enrollment in the Health & Medical Master Exercise Program (HM MEPP) will be limited to individuals from healthcare audiences with local, Tribal, State, Territorial, Department of Homeland Security (DHS), other Federal agency healthcare organizations, public/private and/or profit or non-profit healthcare providers whose responsibilities include exercise program management or participation in exercise development, conduct, and evaluation of internal or external exercises related to overall emergency preparedness. This training is directed towards emergency medical service providers, hospital and other medical facility staff, public/environmental health, coroners/medical examiners, medical officers, and emergency managers from related systems. This would include organizations such as the Department of Veterans Affairs (VA), Department of Defense (DOD) medical treatment facilities, training and exercise staff from disaster workers from the Department of Health and Human Services (HHS), National Disaster Medical System (NDMS), Disaster Medical Assistance Teams (DMAT), Disaster Mortuary Assistance Teams (DMORT), Centers for Disease Control (CDC), and community services/volunteer organizations. Individuals with exercise responsibilities from regional healthcare emergency systems and providers, such as Metropolitan Medical Response System (MMRS), are eligible to apply.
Health & Medical MEPP Resident Courses:These three (3) courses must be completed in this order.

  • B132 Health & Medical Exercise Design and Evaluation Course
  • B133 Health & Medical Exercise Control/Simulation Course
  • B136 Health & Medical Exercise Development Course

Location:The Health & Medical MEPP Series courses will be conducted in residence at the Noble Training Center in Anniston, Alabama.  Noble Training Center is unique in that it is the only hospital facility in the U.S. devoted to training hospital and healthcare professionals in disaster preparedness and response in a realistic environment. The Noble Training Center mission is to develop, conduct, and evaluate emergency management training through background presentations, planning sessions, and exercise-based simulations to enhance the national response to natural and technological disasters and acts of terrorism.
Prerequisites:For FY07, HM MEPP Candidates must complete 1 independent study course:

CEU’s:  2.5 CEU’s for each Resident course, total 7.5 CEU’s
To Apply:Applicants must complete and submit an application package that contains the following:  a General Admission Application Form (FEMA Form 75-5).  To download the resident training form, visit http://www.training.fema.gov/emiweb/Apply/.

  1. Note:  Item #9a should list "HM MEPP Series” and the series number in which the applicant wishes to participate. (Applicants can only participate in the courses in one series.)
  2. A letter from the applicant requesting admission to the program. (The letter should address applicant's qualifications, expectations, and commitment to complete the entire program),
  3. A letter of recommendation from the applicant's immediate supervisor indicating the organization's commitment to allow the applicant to complete the entire program.

Please note that the HM MEPP is NOT funded by the Department of Homeland Security:  therefore, HM MEPP packages are not required to be sent through State Emergency Management Agencies (SEMAs).  If SEMAs receive HM MEPP Candidate applications, we do encourage State officials to provide endorsement if they so choose through signatures on the FEMA Form 75-5.  HM MEPP applicants are encouraged to send their packages through their respective SEMA.  This information is available at http://www.training.fema.gov/EMIWeb/Student%20Information/applicationProc.asp
If the applicant is accepted as an HM MEPP candidate, the individual will be enrolled in an HM MEPP series and notified with an acceptance package.  The acceptance package will also contain other important information regarding travel, lodging, and transportation to and from the Noble Training Center in Anniston, Alabama. 

MEP Program Completion:
Upon completion of the Health & Medical Master Exercise Practitioner Series, the MEPP candidates will be awarded EMI Master Exercise Practitioner certificate and title.
