B461 - Hospital Emergency Response Training (HERT) For Mass Casualty Incidents (MCI) Train-The-Trainer

Course Goal: The B461 (HERT/MCI) Train-the-Trainer Course is designed to provide guidance to hospitals, emergency medical services, and health care facilities staff who may become involved in a mass casualty incident as a result of a hazardous materials incident or weapon of mass destruction (WMD) event. The HERT/MCI expands on an incident management system for hospitals during a response, provides training on chemical protective clothing and equipment requirements and presents guidance for hospital emergency response team design, development and training. The six core competencies for all public health workers, as recognized by the Healthcare Resources and Services Administrations (HRSA) are addressed in this training. This course prepares students to conduct safe and effective emergency response during an MCI. This is a hands-on course. Participants must be physically and psychologically fit to wear Chemical Protective Clothing & Equipment (CPC&E) (level C ensemble) during the training.

Selection Criteria: This B461 is an Emergency Management Institute train-the-trainer course to be conducted the Noble Training Center in Anniston, Alabama. It is a four day course focusing on the hospital’s role outside of the emergency department. Hospital administrators, doctors, nurses, physicians, security personnel and other hospital staff who would make up or manage their hospital response activities should attend this course. The course will provide hospitals and health care facilities staff with all the information and skills they need to go back to their facilities to develop their own hospital emergency response training.

Costs: The Department of Homeland Security/Federal Emergency Management Agency will provide the following at no cost to eligible participants accepted into the course:

• Lodging in one of the Noble Training Center dormitories
• Bus transportation from the Atlanta airport to the training center in Anniston, Alabama and return to the Atlanta airport.

Course participants are responsible for:

• Travel costs to the Atlanta Airport and return to their home destination if travel is by air carrier
• Travel costs to the Noble Training Center and return to their home destination if transportation is by POV
• Cost of food while attending the course at Noble Training Center (meal ticket is approximately $140)

Applicants may want to explore funding sources to pay for their transportation and food costs for this course. The course focuses on bio terrorism preparedness and response, and will also include sessions dealing with response to incidents caused by chemical, radiological, nuclear, and explosive devices. Some or all of the costs for which the participant is responsible may be eligible costs under grants from the Healthcare Resource and Services Administration, the Centers for Disease Control and Prevention, or the Office of Domestic Preparedness (ODP) made to States and local communities. The HERT for MCI TTT, B461 course is on ODP’s State and Local Government Coordination and Preparedness Eligible Federal Terrorism Training Course list.

How to Enroll: The National Enrollment System has two open enrollment periods for resident programs at EMI and the Noble Training Center. To apply, complete a FEMA Form 75-5 General Admissions Application Form, downloadable from the Noble Training Center website (http://training.fema.gov/emiweb/NTC/), and forward through the training department of your respective state office of emergency management. Prerequisites: Participants are required to have completed EMI’s IS-195, “Basic ICS Course”, (HEICS or an equivalent Basic ICS Course), IS-346, “An Orientation to Hazardous Materials for Medical Personnel” or IS-5 “Introduction to Hazardous Materials” before applying for acceptance into this program. Any HazMat or WMD training at the Awareness or Operations Levels under 29 CFR 1910.120 (q) (i) & (ii); or the Office of Domestic Preparedness (ODP), can be used as a substitute for the IS-346 or IS-5 HazMat prerequisites for the course.
