We need the help of Regional Training Managers and
State Training Officers to help improve our overall ability to recruit
and place potential students in resident courses at EMI, as well
as the Noble Training Center, well in advance of the start date
of the course.
During and following the recent hurricanes, we have
relaxed the policy to have all applications arrive at the NETC admissions
office at least eight weeks prior to the start date of the course,
but now need to return to our normal policy.
As you know, we have established National Enrollment
Periods, two each year. The current enrollment period now open is
November 1 through December 31, 2005. Persons desiring to attend
courses at EMI or Noble to be conducted April 1 through September
30, 2006 should apply during this time.
Your assistance is requested in this effort for
the following reasons:
1. Enrolling during the enrollment period will ensure
that eligible participants have access to the training they need,
receive timely notification of acceptance, and make travel arrangements
well in advance. At the same time, this allows the NETC admissions
staff and support staff, to carry out a workload planned around
open enrollment periods.
2. Applying well ahead of time also enables students
accepted into a course for which a stipend reimbursement is authorized,
to obtain a reasonable airfare. Students who enroll and are accepted
late should be advised that their reimbursement will be limited
to the “State ceiling”, not necessarily the amount they
pay for a ticket purchased less than 21 days before the course start

3. If classes are not filled within six weeks of
the start date of the course, we may need to cancel that offering.
We realize there are circumstances when potential
students will need to enroll in training at times other than the
open enrollment periods. We ask, however, that when at all possible,
all student applications be submitted during open enrollment periods,
and in any case no later than eight weeks prior to the course start
date.
