Course Information: With tremendous
losses to residential structures resulting from coastal storms,
design professionals and government officials are increasingly called
upon to provide technical assistance to reduce this risk.
This comprehensive 4 ½-day course provides
participants the opportunity to learn best practices in siting,
design, construction, and maintenance. E386 is designed to train
participants on FEMA’s Coastal Construction Manual (CCM).
FEMA has rewritten the 1985 edition of the CCM. The new CCM expands
the discussion of planning, siting, hazard identification, erosion,
and other issues that should be considered to create sustainable,
coastal communities.
Location: The course will be held at the National
Emergency Training Center (NETC), Emmitsburg, Maryland, during the
dates referenced above.
Participant Selection Criteria:
This course is intended for engineers, architects, and building
code officials. Floodplain management, hazard mitigation, and planning
officials with building science knowledge may also apply.
American Council on Education (ACE):
ACE recommends 2 semester hours in the upper division of a bachelor’s
degree program for E386. The curriculum area is coastal residential
construction practices, emergency management, hazard mitigation
techniques, or civil engineering. Participants completing this course
may apply to their college to receive credit based on completing
E386.
Continuing Education Unit (CEU): The Emergency Management
Institute (EMI) awards 2.9 CEU’s for successful completion
of this course.

and local applicants should submit a FEMA Form 75-5 (General Admission
Application) to the State emergency management training office.
FEMA regional employees should submit the application to their Regional
