FEMA’s Emergency Management Institute hosts 29th Annual National Preparedness Training and Exercise Conference

IEMCs are designed for personnel who fill specific emergency support positions within their community - officials from local, regional, tribal, state and federal emergency management agencies, senior level personnel from response agencies and organizations (e.g., law enforcement, fire, emergency medical services, public health), managers from volunteer organizations active in disasters (VOADs), and representatives from the private sector who participate in emergency responses. Emergency personnel can attain readiness either through managing emergencies or through participating in exercises. Clearly, exercises are the preferred method of gaining the necessary expertise. IEMC participants are challenged to use new ideas, skills, and abilities in addition to their own knowledge and experience. In this way, IEMCs allow individuals to rehearse their real-life roles in a realistic emergency situation, while at the same time identifying additional planning needs.

Classroom topics are designed to familiarize students with the roles of various community agencies, and vary slightly depending on which IEMC version is being conducted - all hazards, hurricane, earthquake, hazmat, or terrorism.  During the functional exercises, participants rehearse roles in an emergency operations center (EOC) environment within a structured learning environment.  In a “policy room”, elected and appointed officials and key department heads meet to develop policy statements and prepare critical information for release to their citizens.  In an “operations room”, responders invoke standard operating procedures based on the fictitious jurisdiction’s emergency plans.
