Distribution of all technical agent reports is authorized to federal, state, tribal and local government agencies only, for administrative or operational use. Or you must be registered as an emergency responder through the Responder Knowledge Base (RKB). RKB's Web site is www.rkb.us; there you will find instructions for registration. All other requests for access must go through the U.S. Department of Homeland Security, Federal Emergency Management Agency/National Preparedness Directorate, SAVER Program, 500 C Street SW, Washington, MD 20472.

The SAVER program does not accept requests from manufacturers to have their products assessed. The types of equipment assessed are chosen by focus groups consisting of emergency responders from across the nation. Additional focus groups determine the specifications for each particular product chosen for assessment. The technical agent conducting the assessment then purchases the equipment based on the focus group recommendation.
