Statement by Homeland Security Secretary Michael Chertoff on the Departure of the Chief Financial Officer

The Department of Homeland Security's Chief Financial Officer (CFO) David Norquist will leave the department this week after more than two years of managing one of the most complex financial management organizations in the federal government.

David was confirmed as the department's CFO in May 2006 and has made significant progress in bolstering our financial management processes. The fiscal year 2008 audit demonstrated measurable progress and that our corrective actions and internal controls are working. Thanks to the hard work of David and his team, the number of audit findings went down forty percent, department-wide audit qualifications went down seventy percent, and fifty percent of our budget is now managed by components with very strong financial processes, compared to seven percent just three years ago.

I am grateful for David's nineteen years of service and dedication to the federal government, and thank him for his contributions to America's security. I will miss David personally and professionally, and wish him well in his future endeavors.
