SAVER Technical Agents

The SAVER Program conducts objective assessments and validations on commercial equipment and systems and provides those results along with other relevant equipment information to the emergency response community in an operationally useful form. The SAVER Program is established and supported by a network of technical agents who perform assessment and validation activities.

Center for Domestic Preparedness

On November 26, 1997, the Center for Domestic Preparedness (CDP) was officially established under the Department of Justice and in June 1998, the CDP opened its doors as a training center for the nation’s emergency responders. The CDP’s mission is to operate a federal training center for delivery of high-quality, comprehensive preparedness training programs for the nation’s emergency responders.

The CDP’s interdisciplinary resident and non-resident training courses promote greater understanding among the following diverse responder disciplines: Emergency Management, Emergency Medical Services, Fire Service, Governmental Administrative, Hazardous Materials, Healthcare, Law Enforcement, Public Health, Public Safety Communications, and Public Works. Responders from all 50 states, the District of Columbia, and all U.S. territories have trained at the CDP. The scope of training includes preparedness, deterrence, and response.

The CDP’s Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF), offers the only program in the nation featuring civilian training exercises in a true toxic environment, using chemical agents. The advanced hands-on training enables responders to effectively respond to real-world incidents involving chemical, biological, explosive, radiological, or other hazardous materials. On March 31, 2007, the Noble Training Facility (NTF) was integrated into the CDP’s training operations. The former Noble Army Hospital was converted into a training site for health and medical education in disasters, to include both acts of terrorism and manmade disasters.

The CDP has been tasked by DHS to provide expertise and analysis on personal decontamination equipment for the SAVER Program. The CDP has also provided expertise on in-suit communications and self contained breathing apparatuses.

Science Applications International Corporation (SAIC)

SAIC provides scientific, engineering, systems integration, and technical services and products to all branches of the U.S. military, agencies of the Department of Defense, the intelligence community, DHS, and other U.S. civil agencies. In the Homeland Security and Defense sector, SAIC develops technical solutions and provides systems integration and mission-critical support services to help federal, state, local, and foreign governments and private-sector customers protect the United States and allied homelands.

As a SAVER Technical Agent, SAIC has been tasked by DHS to provide expertise and analysis on various search and rescue tools and equipment for the SAVER Program. Equipment currently being assessed by SAIC for the SAVER Program includes mask leak/fit tester equipment, pneumatic hand tools, helmet lights, handlights, breaking and breaching tools, and lifting and moving equipment.

Space and Naval Warfare (SPAWAR) Systems Center, Charleston

SPAWAR Systems Center (SPAWARSYSCEN) Charleston designs, develops, tests and evaluates, fields, and supports many state-of-the-art Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR), Information Technology (IT), and Space systems and capabilities for Department of Defense, Federal and State Government, National Intelligence Community, and Homeland Security and Defense organizations.

Core competency and capability areas include: Network Systems and Support, Physical and Computer Security, Command and Control, Information Assurance, Information Technologies, Sensor Systems, Communications (including Wireless Technologies), Image Processing, Visual Information Systems, Cryptologic and Intelligence, Command Center Services, Anti Terrorism/Force Protection, Expeditionary C4I Systems, Modeling and Simulation, Navigation Systems, and Oceanography and Meteorology.

As a SAVER Technical Agent, SPAWARSYSCEN Charleston provides subject matter and testing expertise, gathers responder relevant technical information, conducts assessments of emergency response equipment, produces technical reports appropriate for the responder community, and participates in SAVER Review Boards and Technical Agent meetings. Core competency areas include communications, sensors, perimeter security, weapon detection, and surveillance, and other equipment designed to intercept and prevent weapons of mass destruction (WMD) use against the United States.

As a Technical Support Office (TSO), SPAWARSYSCEN Charleston serves as a technical support staff element for the Systems Support Division (SSD) by providing scientific, technical, and programmatic expertise in support of the SAVER Program and other SAVER Technical Agents.

Technical Support Working Group (TSWG)

The Technical Support Working Group (TSWG) is the U.S. national forum that identifies, prioritizes, and coordinates interagency and international research and development (R&D) requirements for combating terrorism. The TSWG rapidly develops technologies and equipment to meet the high priority needs of the terrorism-combating community, and addresses joint international operational requirements through cooperative R&D with major allies.

The TSWG Operational Analysis Team has been tasked by DHS to provide expertise and analysis on key emergency response-related subject areas such as the assessment of small bomb-disposal robots. In support of this tasking, TSWG has developed a standardized process for a user assessment of small bomb-disposal robots. This process ensures the robots are assessed by the user community against standard tasks, common technical characteristics, and under operationally and tactically relevant conditions that are typically encountered by the responder community.

Texas A&M Engineering / The Texas A&M University System

The Texas A&M University System has a headquarters in College Station and a presence in every county in the state. The A&M System consists of nine universities, eight state agencies, and a health science center that serves over 97,000 students and reaches more than four million people each year through its service mission.

As a SAVER Program Technical Agent, Texas Engineering Extension Service (TEEX) Urban Search & Rescue (US&R), Texas Transportation Institute (TTI), and the Dwight Look College of Engineering (COE) have been tasked by DHS to provide expertise and analysis on key emergency response-related subject areas such as rescue tool systems, technical search devices, hydraulic extrication tool systems, and emergency response management systems.

The Naval Surface Warfare Center Dahlgren Division

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is one of the six divisions of the Naval Surface Warfare Center. NSWCDD’s mission focuses on research, development, test, and evaluation in the fields of military safety testing, integrated warfare systems, weapons and ammunition, sensors, directed energy, and Homeland and Force protection.

DHS has tasked NSWCDD to provide expertise and analysis on explosive detection equipment, small package x-ray systems, and walk-through metal detectors for the SAVER Program.

The Nevada Test Site Operated by National Security Technologies, LLC, for the Department of Energy

The Nevada Test Site, originally established as the Atomic Energy Commission’s on-continent proving ground, has seen more than four decades of nuclear weapons testing. Since the nuclear weapons testing moratorium in 1992 and under the direction of the Department of Energy (DOE), test site use has diversified into many other programs such as hazardous chemical spill testing, emergency response training, conventional weapons testing, and waste management and environmental technology studies.

As a SAVER Technical Agent, National Security Technologies, LLC (NSTec), has been tasked by DHS to provide expertise and analysis on key subject areas including radiological, nuclear, and explosive detection, countermeasures, and test and evaluation.
