How to Use the SAVER Website

The SAVER website is divided into several sections. Clicking the hyperlinks on the left side of the page directs the user to the specific page selected. Below is useful information on how to navigate through the sections of the SAVER web site.


What’s New

What’s New displays the latest news regarding the emergency responder community.


About SAVER

The About SAVER section provides details on the SAVER program’s background and mission, and details on the SAVER Technical Agents who perform equipment assessments. The SAVER Assessment Process is found in this section.


Access to Documents

Many documents on the SAVER website, including SAVER highlights, summaries, and newsletters, are public access documents and are immediately viewable.

Full technical reports and other documents are responder access only. Distribution of these reports is authorized to federal, state, tribal and local government agencies only, for administrative or operational use. To obtain the report, you must be registered as an emergency responder through the Responder Knowledge Base (RKB). RKB's web site is www.rkb.mipt.org; there you will find instructions for registration. A link to the RKB website is located to the left bottom of the SAVER site. All other requests for access must go through the U.S. Department of Homeland Security, Federal Emergency Management Agency, Systems Support Division, 245 Murray Lane, Bldg. 410, Washington, DC 20528-7000.

Users of the website can sign up to receive e-mail notifications when a new public access document has been added to the SAVER Projects library.


SAVER Projects

The SAVER Project library contains a variety of reports on assessed emergency responder equipment. There are two tabs – the Tree View and the Project Index.

The Tree View tab contains projects organized in expandable and collapsible folders organized according to projects within the U.S. Department of Homeland Security Authorized Equipment List (AEL) structure. Project folders typically contain a project highlight and documents related to the project. Documents are viewable in either Hypertext Markup Language (HTML) format, Portable Document Format (PDF), or both, depending on if they are public or responder access documents. The following icons are displayed once the document tree has been expanded to the project level.

  • Project Icon indicates the document is a project highlight. Clicking the icon opens a new browser window and displays the project highlight and the related project documents.
  • PDF Icon indicates the document is a PDF. Clicking the PDF icon either opens a new browser window and displays the document or a document request form allowing the user to request a document.
  • HTML Icon indicates the document is a HTML document. Clicking the icon opens a new browser window and displays the document.
  • QuickLook Icon indicates the project has a QuickLook Report associated with it. Clicking the icon displays the page showing the QuickLook information

Recently Added Documents

The Recently Added Documents page allows the user to see what documents have been added to the SAVER website.


Non-Project Library

The SAVER Non-Project Library contains information that is not specific to equipment assessments in an AEL Category/Project, and contains information such as SAVER Newsletters and information bulletins.


SAVER QuickLook

QuickLook Reports display equipment assessed by the SAVER Program. Products are assessed based on evaluation criteria that fall within the five SAVER categories: affordability, capability, deployability, maintainability, and usability. Based on the weights assigned to each category in the assessment, a composite score is calculated, and the products are sorted by the composite score from the highest score to the lowest score. In the Adjust Weights box to the right of the QuickLook report, SAVER category weights can be adjusted by clicking and dragging the mouse over each category slider, or typing a value into the text control box and clicking the Update Chart button. Clicking the hyperlink below each product allows the user to access the Responder Knowledge Base website to obtain detailed information regarding that particular product. The user can obtain additional information about the project or Technical Agent who performed the assessment by clicking the View the Project hyperlink or the Technical Agent hyperlink.

SAVER Assessment Categories:

Affordability – This category groups criteria related to life cycle costs of a piece of equipment or system.

Capability – This category groups criteria related to the power, capacity, or features available for a piece of equipment or system to perform or assist the responder in performing one or more responder-relevant tasks.

Deployability – This category groups criteria related to the movement, installation, or implementation of a piece of equipment or system by responders at the site of its intended use.

Maintainability – This category groups criteria related to the maintenance and restoration of a piece of equipment or system to operational conditions by responders.

Usability – This category groups criteria related to the quality of the responders’ experience with the operational employment of a piece of equipment or system. This includes the relative ease of use, efficiency, and overall satisfaction of the responders with the equipment or system.

Customer Satisfaction Survey

The Customer Satisfaction Survey allows the user to register their satisfaction with the SAVER website.


Frequently Asked Questions

The Frequently Asked Questions page provides answers to some of the most frequently asked questions about the SAVER Program.


Help Desk

The Help Desk module allows the user to submit general questions, comments, or suggestions about the SAVER website that are not answered in the Frequently Asked Questions module. It also provides a phone number, fax number, and e-mail address contact information for the SAVER Program.


External Links

The External Links section provides hyperlinks to The Department of Homeland Security, Federal Emergency Management Agency, and the Responder Knowledge Base websites.


Contact Us

Contact Us is located in the top right corner of the website and provides a hyperlink to the Help Desk module.


Document Search

Document Search is located in the top right corner of the website and allows the user to search for specific documents. When the user enters a key word(s) to search for in the text box and clicks the Go button or presses the Enter key, a list of documents containing the key word(s) is displayed. Clicking the icon in the Action column opens a new browser window and either displays the document or displays a document request form.
