Grant Opportunities

To help communities prepare for and respond to disasters, FEMA has three mitigation grant programs: the Hazards Mitigation Grant Program, the Pre-Disaster Mitigation program, and the Flood Mitigation Assistance program.

Hazard Mitigation Grant Program (HMGP)

The HMGP assists States and communities in implementing long-term hazard mitigation measures following a Presidential disaster declaration. Funds are provided to State, local, or tribal governments, and certain private non-profit organizations who may use the funds to protect public or private property or to purchase repetitive loss structures. The HMGP Web site contains much useful information.

The Pre-Disaster Mitigation program (PDM)

The PDM provides technical and financial assistance to States and local governments for cost-effective pre-disaster hazard mitigation activities that complement a comprehensive mitigation program. FEMA provides grants to States and tribal governments that, in turn, provide sub-grants to local governments for mitigation activities. Check out the PDM Web site for more information.

The Flood Mitigation Assistance (FMA) program

The Flood Mitigation Assistance (FMA) program provides grants to States and communities for planning and mitigation projects to reduce the risk of flood damage. FEMA provides three types of FMA grants: Planning, Project, and Technical Assistance grants. The FMA Web site contains more information.
