DF-254: Travel rules, Policies and Disaster Travel Manager

Purpose of Course:

The purpose of this course is to train FEMA employees with travel manager responsibilities. This course is designed to be presented in its entirety at the Joint Field Office (JFO). This course is a combination of the Travel Rules and Policies of FEMA (DF-502) and use of the Travel Manager 8.2™ Software Program (DF-254).

It will prepare personnel in the Travel Unit to expediently process travel vouchers, using Travel Manager 8.2™, for disaster-deployed FEMA personnel in the JFO or other facilities. This course is identified as DF-254 in the FEMA Automated Deployment Database (ADD).

It will also train FEMA personnel to be prudent travelers and abide by the agency travel regulations. FEMA Travel regulations and policies are identified in course DF-502. This course can also be used to train FEMA personnel to prepare “hand-written” vouchers when the Travel Manager 8.2™ program is not available at the facility.

Course Objectives:

  • Identify FEMA travel regulations, forms and applications.
  • Demonstrate the proper use of FEMA travel forms and program applications.
  • Navigate through the Travel Manager 8.2 software to produce accurate documents.
  • Create traveler profiles and authorizations in Travel Manager.
  • Demonstrate the work flow in Travel Manager for document preparation.
  • Prepare travel vouchers for deployed FEMA personnel.
  • Complete the process used for vouchering out deployed FEMA personnel.
  • Set up a travel unit station at a JFO.
  • Train staff in the Travel Unit to effectively manage the process of travel management in the JFO or other facilities.

    Target Audience:

    The target audience(s) for this training: (1) FEMA personnel (DAEs & Local Hires) responsible for preparing travel vouchers. The audience may include those assigned to the Travel Unit in the JFO or other facilities. (2) Unit 2 of this course can be used as a stand alone for new hires (DAE, Local Hires) or individuals who are required to travel and need FEMA Travel Rules & Regulations.

    Approximate Time:

    12-16 hour(s) for the combination course of DF502 (2 hours) & DF-524 (8-14 hours).  The course can be broken up into sections or modules as required or requested by the JFO Comptroller or Finance/Administration Unit Leads. 

    Pre-requisite:

  • FEMA personnel (DAEs & Local Hires) responsible for preparing travel vouchers.  The audience may include those assigned to the Travel Unit in the JFO or other facilities.

    2. FEMA Travel Rules & Regulations (DF-502)
  • Unit 2 of this course can also be used for new hires (DAE, Local Hires) or individuals who are required to travel and need FEMA Travel Rules & Regulations only.  There are no pre-requisites required.
