Course: E249 Public Affairs Policies and Procedures – 2008 Federal – Invitation Only

Date: July 28 – August 1, 2008

Course Description:
This Public Affairs basic course provides new DAEs and COREs with an overview of the "New FEMA," the fundamentals of ESF 15 and the External Affairs concept for communications, basic task book training, general program overviews, writing and presentation workshops and an introduction to specific job functions they will assume and tools they will use in the field. A variety of exercises, based on actual situations and incidents, are also included to help prepare participants for work in the field.

Course Goal:

  1. Provide an overview of the new ESF 15/External Affairs structure, with an emphasis on how it works in the field.
  2. Provide an overview of the key FEMA program areas – Response, Recovery and Mitigation.
  3. Teach participants how to communicate clear and accurate information both orally and in writing.
  4. Teach participants how to manage expectations of disaster victims and the media.
  5. Teach participants how to handle potential public affairs problems rapidly and strategically.
  6. Teach participants how to build partnerships within a Joint Information Center.

Prerequisite:
All participants must be active FEMA DAEs, COREs or PFTs.  While it is not required, it is preferred that participants have some prior disaster field experience in order to provide a better frame of reference and context for the units and exercises.
 
Course Length:
4 full days. Travel days are Sunday, July 27, 2008 and Friday, August 1, 2008.

Target Audience:
FEMA DAEs, COREs and PFTs who need to learn how to apply their existing public affairs skills in response to a disaster.

Location:
National Emergency Training Center, Emergency Management Institute, Emmitsburg, Maryland.

Course Participants:

The course will be open to DAEs, COREs and/or PFTs from all 10 regions, as well as HQ. Regional diversity is required. However, if a region does not fill its two slots then alternates will be selected on a first come, first served basis. Candidates will be solicited prior to the course, and at least 4 nominations (2 primary and at least 2 alternate) must be submitted to the attention of Pamela Mack (see contact info below) by the region NO LATER than noon on June 2, 2008. A final list of participants and alternates will be generated by June 16, 2008 (6 weeks prior to the course), meeting EMI guidelines.

To Apply:

Complete a FEMA Form 75-5, General Admissions Application with student signature and signature of supervisor or sponsoring agency official. Submit the application through the Regional Training Manager’s office who will fax it to the National Emergency Training Center Admissions Office at (301) 447-1658.75-5’s must be submitted for both primary and alternate students. This insures that the alternate can attend if the primary student can’t attend. Primary students can be replaced by alternates up to the Wednesday before class starts, but ONLY if the 75-5’s are already submitted to Admissions.

Travel Authorizations:

TA’s will be cut for each class by their local Travel Office. FAX TAs to Eileen Harrison (301-447-1497) no later than 5:00 p.m. (ET) the Wednesday of the week prior to the beginning of the training (July 23, 2008).  Deviations:  This is an EMI-funded activity.  Any deviation must be pre-approved by EMI.

Meals:
Anyone staying overnight on the NETC Campus is required to purchase a meal ticket. 

Rental Cars:
Rental cars are not authorized for this course. Students flying to the course must take the NETC shuttle.  Two weeks prior to the course, contact the NETC Transportation Office (301-447-1113) to reserve a seat on the shuttle and provide flight information. If guidelines are not followed, transportation to NETC shall be at the student’s expense.

NETC Housing:
Housing will be provided to participants on the NETC campus.  You must provide a copy of your TA for no-cost housing; if you do not, lodging will be at your own expense and will NOT be reimburseable.
