How To Apply

The Emergency Management Institute (EMI) staff appreciates your interest in potentially serving as a Contract Instructor for our courses.

You must submit a resume and any other supporting documentation to demonstrate that you meet the Contract Instructor Criteria for each course for which you wish to be considered.

To bid, you must submit a separate and complete application package for each course for which you wish to be considered.

All application packages are to be sent to:

Upon receipt of your application, it will be reviewed by the appropriate EMI Training Specialist who will notify you in writing of its status within 45 working days of receipt.

If it is determined that you meet the qualifications for a given course,  your name will be added to the contract instructor source listing and you will receive a bid package for future deliveries of the course.

You may notice that not all resident courses are listed because selected courses may be undergoing revision, or instructors were previously recruited through national announcements and have successfully attended the required in-service training program.  Additionally, instructors may be from within the federal workforce and no outside contract support is required.

Thank you for your interest in helping the Emergency Management Institute deliver national emergency management training in support of FEMA’s mitigation, response, recovery, and preparedness programs. 

Conflict of Interest – If your State or local governmental agency is funded through THE FEDERAL GOVERNMENT and you receive pay directly or indirectly from FEDERAL GOVERNMENT grant funding you may not contract for a fee, but must contract for expenses only unless you are on UNPAID leave OR LEAVE WITHOUT PAY STATUS. If you are a FEMA Disaster Assistance Employee you may not contract with FEMA to instruct.
