Bay, Escambia, Franklin, Gulf, Gadsen, Holmes, Monroe, Okaloosa, Santa Rosa, Suwanee, Walton, and Washington counties for Individual Assistance and Public Assistance. (12) Calhoun, Columbia, Jackson, Jefferson, and Liberty Counties for Public Assistance only.
