Cattaraugus, Clinton, Erie, Essex, Genesee, Livingston, and Wyoming for Individual and Public Assistance (7). Monroe County for Individual Assistance only. (2) Allegany, Delaware, Franklin, Steuben, Sullivan, Tioga and Tompkins County for Public Assistance only.
