Pipeline Rate Reform: Addressing an Inequity
APGA urges Congress to enact legislation that stipulates when customers file a complaint with FERC under NGA Section 5, the pipeline will have to pay refunds from the date that the complaint was submitted if it is found to have been overcharging its consumers

Funding for the Low-Income Home Energy Assistance Program Nov 2008
APGA has urged Congress to provide fully authorized funding ($5.1 billion) for LIHEAP and has pushed for full funding in meetings and letters to Congress.

APGA believes that Congress should extend current monitoring practices by authorizing the Commodity Futures Trading Commission (CFTC) to collect information concerning all positions held by the largest traders in the natural gas derivatives market; not just positions cleared through.

Climate Change Legislation Nov 2008
APGA is extremely concerned about the impact climate change legislation could have on the price of natural gas as a result of fuel switching (moving from coal to natural gas generated electricity).

Methane Hydrate R&D
The conservative estimation of producible natural gas from MH is 200,000 Tcf. To make commercial production of MH a reality, the Federal government must take the lead in funding MH R&D.

Efforts to Increase Natural Gas Supply
APGA has long-maintained that increasing supply is a critical component of the solution to long-term affordable natural gas.

Gas Quality / Interchangeability
Recent shifts in the market for propane, butane, etc combined with high natural gas prices have encouraged producers to leave more hydrocarbons in the gas delivered to the pipelines.

Distribution Integrity Management Programs (DIMP)
Rules for the integrity management of transmission pipelines are very complex and expensive, requiring pipelines to identify high consequence areas where population density and other factors would result in a greater probability of damage and injury than the rest of the pipeline system.
