Title pages were not always used in the volumes, but the present practice is to include a title page and a table of contents in each volume containing more than one Document or Report. The Serial Set Is bound in very limited quantity. This is why it is so difficult to replace a lost or missing volume. Prior to the 96th Congress, which began in January 1979, the "complete" Congressional Serial Set was not sent to depository libraries and International Exchange libraries.
