Welcome to the Assistant Secretary of the Army for Manpower and Reserve Affairs (M&RA) website. The site contains important information about the oversight mission and organization.

The M&RA oversight mission is firmly grounded in statute and regulation. Title 10 of the United States Code articulates that the M&RA has as its principal duty, "the overall supervision of Army manpower and reserve component affairs.”

Per General Order No. 3, M&RA provides oversight of Army strategy, policy, programs, and compliance related to functions such as recruiting, readiness and mobilization, civilian and military manpower, medical and health affairs, family and MWR, the review of soldier records, force structure policy, manpower analysis, the Army-wide Equal Employment Opportunity Program and critical matters pertaining to Reserve Affairs.

Consistent with Title 10 authorities and responsibilities, the M&RA staff:

  • Sets long-term strategic direction for manpower-related policy and programs
  • Monitors planning, policy, program and operations for compliance within regulatory and statutory requirements
  • Analyzes data and tracks problem resolution
  • Incubates long-term, high potential prototype programs
  • Contributes functional expertise in addressing high-profile policy or operational issues.

The Strategic Plan for 2006-2009 is also posted on this site where you can review the M&RA Plan and the initiatives to provide better support our Soldiers-- Active Component, Army National Guard, and Army Reserve—our Army families and personnel.

Today, America remains a nation at war. The Army is deployed worldwide defending democracy and fighting the Global War on Terror, while continuing to transform, modernize and realign our forces to meet current and future needs. The Global War on Terror carries with it significant force and personnel challenges, not the least of which is the recruiting and retaining an All Volunteer Force, building our modular force capabilities and redefining the role of our Reserve components. The ASA (M&RA) must lead the way in providing oversight as we transform our manpower, personnel, and Reserve Affairs areas to meet the needs of the Army and our nation.
