Specialist Blaine Hall speaks to a reporter after the hearing at the Seattle Armory. Hall explained that he was forced to close his business due to inflexible rules at the Small Business Administration (SBA). Specialist Hall suggested that the SBA be more flexible in meeting the needs of deploying Guard and Reserve members.
