EIA Invites Comments on Proposed New Policy for Revisions to the
Weekly Natural Gas Storage Report 

The Energy Information Administration (EIA) is soliciting public comments on a proposed new revision policy for the Weekly Natural Gas Storage Report (WNGSR) in a Federal Register notice published today (see: http://www.eia.doe.gov/smg/WNGSR-Proposed-Revision-Policy-July2002.pdf).

The WNGSR provides weekly estimates of working gas volumes held in underground storage facilities at the national and regional levels. The WNGSR became a new EIA information product in 2002 replacing an American Gas Association report begun in 1994 and discontinued in 2002. WNGSR users include policymakers, commodity market analysts, and industry experts. EIA uses the data to prepare analytical products assessing storage operations and the impact on supplies available, and to analyze relationships between demand, inventory levels, and other supply.

Comments are solicited by EIA regarding a new policy that would allow larger scale revisions to be reported in an unscheduled release on the EIA web site. It is proposed that volume revisions below a specified threshold will be released according to the established official schedule and those caused by larger volume changes will trigger a release outside the official schedule. Special topics for public comment include the appropriateness of the overall plan, volume thresholds that trigger a special report, timing of unscheduled releases, and methods to notify the public in the case of an unscheduled report.

Comments submitted in response to this Federal Register notice will be considered during development of EIA's new policy for revisions of the WNGSR. Comments must be filed by August 12, 2002. The comments will also become a matter of public record. After EIA has completed the new revision policy, a Federal Register notice will be issued announcing it.
