EIA Sets New Policy to Allow for the Unscheduled Release of Revisions to the  Weekly Natural Gas Storage Report

The Energy Information Administration (EIA) announced today a new policy that allows for unscheduled release of revisions to the Weekly Natural Gas Storage Report (WNGSR). 

The new policy, published in the April 26, 2005, Federal Register, allows for the release of revised national and regional estimates of working gas in storage in a special unscheduled release of the WNGSR when the effect of the reported changes is at least 10 billion cubic feet (Bcf) at either a regional or national level.  Any unscheduled release of revisions would occur only on Federal workdays between 2:00 and 2:10 p.m. (Eastern Time).  EIA will announce its intent to release revised data between 1:00 and 1:10 p.m. of that same day.  Public notification of the upcoming revision will include a notice on EIA’s website and an e-mail notice sent to customers who have signed up for the free service available on EIA’s website.

EIA Administrator Guy Caruso stated that “The new policy for unscheduled releases of revisions to the WNGSR being issued today reflects EIA’s careful consideration of input from users and providers of weekly natural gas storage data.  The new policy will enable us to provide revisions much more quickly, but in a manner that is fair to all market participants and workable for EIA.”  Caruso went on to note that “the timetable established in the new policy would allow for a same-day correction to a morning WNGSR release in the event that a significant error in the data submitted by one or more respondents is discovered shortly after it is issued.   

The new policy becomes effective with the WNGSR released on May 19, 2005, containing data for May 13, 2005.  This date was chosen to ensure adequate time for developing and testing the procedures for unscheduled releases, testing revised report formats, and working with WNGSR customers on the new formats.  A test site for the modified report formats (which will be redesigned to accommodate indications of revisions to the data) will be available in early May.

The Weekly Natural Gas Storage Report provides weekly estimates of working gas volumes held in underground storage facilities at the national and regional levels.  The WNGSR is based on information collected on Form EIA-912 from operators of underground natural gas storage fields.
