Blue Cross Blue Shield Blue Cross-Blue Shield: (12/17) The Office of Personnel Management (OPM) has reversed its decision to impose a $7,500 copayment for surgeries performed by out-of-network doctors under the Blue Cross-Blue Shield (BCBS) Standard Option Health Plan.
