Senator Carper served as "Principal for a Day" at Prestige Academy. Senator Carper has been a long-time supporter of charter schools and Prestige Academy provides a college prep middle school education to some of Delaware's most underserved students. The school's objective is to close the achievement gap for their students, open up access to demanding college preparatory high school programs, ensure the young men have the academic skills and personal character needed to take advantage of such access, and set their young men on the road to college success, economic independence, and positive leadership within their community. Currently, Prestige serves 103 students in the 5th grade.
Senator Carper and Congressman Castle visited every person working on the floor. October 30, 2008 — Wilmington
Sen. Carper went to Opportunity Center, Inc. in Wilmington to announce federal funding through the Department of Education's Projects with Industry program. Through this grant award OCI will serve more than 460 individuals with disabilities and place more than 250 in valued employment.

Senator Carper proudly accepted an award from the Brandywine Conservancy for his support of preserving open space. Standing on the property of Richard and Barbara Riegel, forever preserved from development due to a conservation easement, Senatpr Carper was thanked for his support of the Farm Bill that passed earlier this year, helping ensure that important tax incentives for donations of conservation easements were renewed. Each year, farmers and other private landowners use this important conservation tool to permanently protect more than a million acres across the nation.

Senator Carper addressed high school students from New Castle County and Elkton, MD schools at the Blood Bank of Delmarva's annual school blood drive program kick-off.
Senator Carper helps announce mentoring initiative October 20, 2008
Senator Carper participated in a news conference announcing an initiative to be led by Matt Denn, Lieutenant Governor, to partner Delaware businesses with schools to provide mentors to students and to keep school buildings open extra hours in order to serve the community. The mentoring portion of the plan picks up an initiative begun by then-Gov. Carper in the 1990s. The event was held at ShopRite, one of the companies already signed up to offer mentors from their stores. NKS Distributors and Buccini/Pollin Group have also agreed to participate and were a part of the press conference.
Senator Carper at a groundbreaking for the Air National Guard's new hangar October 17, 2008 — New Castle
Senator Carper joined Congressman Castle, Generals Frank Vavala and Hugh Broomall and other elected officials for the groundbreaking for the 166th Airlift Wing maintenance hangar at the Delaware Air National Guard facility in New Castle. This is the first phase of a three-phased construction program to replace the aged hangar and attached shops. The Delaware delegation helped secure the $10.8 million needed for this first phase in the FY2008 Defense Appropriations Bill. Construction of the hangar is expected to be completed in April 2010.

Senator Carper joined officials from USDA's Natural Resources Conservation Service on a tour of farms in Kent and Sussex Counties. Many farmers throughout Delaware have implemented positive conservation practices to improve their operation and protect the environment. With assistance from the USDA NRCS and conservation partners, private landowners have installed thousands of conservation practices that help provide clean water, productive soils, healthy plants and forests, abundant wildlife and more. In May, Congress passed the Food, Conservation, and Energy Act of 2008 that authorized $188 billion for farmers to implement conservation practices throughout the Chesapeake Bay Watershed, which includes Delaware.

Senator Carper helped Governor Minner and DelDOT announce the Safe Routes to School Program at North Smyrna Elementary School. North Smyrna Elementary has approximately 70 students who walk to school and an additional 70 who get dropped off and picked up by their parents. By using the same parking area as the school buses, the congestion creates a traffic jam. The $250,000 federal award will allow for improvements to curb ramps, sidewalks, crosswalks and signs on Main Street as well as other side streets around the school. The school also received funding for crossing guard equipment such as stop paddles, reflective clothing and safety cones.

Senator Carper was on hand as the last of the C-17 fleet arrives at Dover Air Force Base. The "Spirit of Delaware" is the 13th C-17 to arrive at DAFB.
Senator Carper presents federal funding to Providence Creek Academy October 8, 2008
Senator Carper joined Congressman Castle, USDA's Marlene Elliott Brown, PNC Delaware Bank President Connie Bond Stuart and Providence Creek Academy board members, parents, teachers and students for an announcement of $12,935,000 in federal support for the building of the new Providence Creek Academy Charter School. Senator Carper has been working with PCA Charter School since the very beginning.

Senator Carper visited the new Sunnyside Elementary School in Smyrna on Wednesday, October 8, 2008. He visited a class that was learning about fire safety and signed the cast of a student who broke her leg.
Senator Carper visits Wilmington Hospital October 7, 2008 — Wilmington
Senator Carper stopped by Wilmington Hospital to learn more about their Reach Out and Read Program, which promotes early literacy by giving new books to children when they visit their pediatricians' office. The volunteers are supplied by Read Aloud. Here, he reads to some kids who are in the waiting room, and is joined by Dr. Shirley Klein.

Senator Carper attends the deployment of the 261st Signal Brigade October 3, 2008 — Dover
Senator Carper was honored to participate in the deployment of the 261st Signal Brigade. There are 115 soldiers in the Brigade and they are deploying to Iraq. The 261st is responsible for providing all types of communication in the Iraqi theater, including voice, data, and computer.
