Merit System Protection Act of 1997
The Subcommittee held a hearing to examine S. 1495 which would require the Court of Appeals to hear Office of Personnel Management (OPM) appeals of MSPB decisions, and would increase from 30 days to 60 days the period OPM has to file appeals. Witnesses: Ms. Lorraine Lewis, General Counsel, OPM; Mr. David M. Cohen, Director Commercial Litigation Branch, Civil Division, Department of Justice; Mr. Robert Tobias, National President, National Treasury Employees Union; and Mr. Mark Roth, General Counsel, American Federation of Government Employees, AFL-CIO.
