Dodd joined other Senators to call for increased safety in the nation's schools and to urge more support for after-school initiatives which provide activities for schoolchildren during the hours when their safety is most at risk. An estimated 5 million children nationwide are left to care for themselves in the hours before and after school and almost half of all juvenile crime takes place between 2:00 p.m. and 8:00 p.m.

Dodd is the author of an amendment to the Elementary and Secondary Education Act (ESEA) which would increase funding for after-school programs. He also co-authored a bipartisan proposal to re-authorize the Safe and Drug Free Schools initiative, which provides funding to prevent violence in schools.
