Spring 2007 Depository Library Council Meeting Scheduled

The Spring Depository Library Council meeting will be held in Denver, CO, at the Adams Mark Hotel, on April 15-18, 2007. The 15-member Depository Library Council discusses issues affecting the Federal Depository Library Program and assists Government Printing Office administrators in identifying and evaluating alternatives for improving public access to government information. Registrants may attend Council sessions as well as educational programs running concurrently.

The meeting, which is free and open to the public, will open on Sunday, April 15, with registration starting at 8:00 a.m., and will conclude at 12:00 p.m. on Wednesday April 18.

Agenda: A preliminary schedule of events and a preliminary detailed agenda are being developed and will be available soon.

Registration: Pre-registration is now available at: http://www.access.gpo.gov/su_docs/fdlp/registration/spring_reg.html. Advance registration provides us with the information necessary to ensure effective planning to make this meeting productive and enjoyable for you. Please register as early as possible.

Accommodations: A limited number of rooms will be available on a first-come, first-served basis at the prevailing Government Per Diem rate of $127.00 (plus 14.85% tax) per night single at the Adam's Mark Hotel, located at 1550 Court Place, Denver, CO.

Reservations made after Saturday, March 24, 2007 will be subject to availability and the rate may vary. The Government rate will be honored beginning Wednesday, April 11 through Saturday, April 21, 2007.

Tribute to Bruce R. James

[In the Congressional Record for Friday, December 8, 2006, Senator Lott, Chairman of the Joint Committee on Printing, paid tribute to Bruce James for his service as Public Printer.]

Mr. LOTT. Mr. President, as chairman of the Joint Committee on Printing, I want to commend and pay tribute to Bruce R. James, the 24th public printer, who has announced he will retire from his post as chief executive officer of the Government Printing Office on January 3, 2007.

At the President's request, Bruce came out of retirement to take office at the GPO in December 2002. Since then, he has worked tirelessly to transform that venerable institution from a printing agency into a 21st century digital information processing facility. After a period of factfinding and consultation with GPO's stakeholders, he issued a strategic vision for the GPO's future that has guided the management of the agency ever since. Under the plan, he initiated the effort to construct a future digital system to organize, manage, and output authenticated Government information in a broad range of online and print formats. He led efforts to modernize the GPO's plant operations supporting Congress. He assisted the State Department's development and issuance of the new electronic U.S. passport and has led efforts to further enhance the GPO's security and intelligent documents operation. He worked with the library community to ensure the continued transition to predominately electronic Federal Depository Library Program and began a pilot project to test the GPO's ability to digitize retrospective Government publications for online public access. Throughout his tenure, Bruce has ensured that we have the products and services we need to conduct our daily business in Congress.

In carrying out this program of change, Bruce brought to the GPO a broad range of business principles and practices, earning him the title of 2006 Civilian Executive of the Year from Government Computer News. He instilled a new focus on customer service for Congress and the departments and agencies that depend on the GPO and has provided new service options that make it easier and more convenient to use the GPO. He turned around the financial status of the agency, posting a positive financial performance every year since 2004 and reversing a pattern of previous losses that has provided the agency with the capital to make much-needed investments in technology. He brought aboard a wide range of experts in technology and systems integration, finance, marketing, secure and intelligent documents, digital media, and related fields, to guide the GPO forward. And to his credit, Bruce brought before the Congress the issue of how best to utilize the GPO's aging and outsized buildings for its future operations.

Mr. President, Congress, Federal departments and agencies, and all those among the public who rely on the GPO have been well served over the past 4 years by Public Printer Bruce James. His unceasing call for technology modernization and his steadfast adherence to business best practices will leave a legacy of continued improvement at the GPO for many years to come. As Bruce departs the GPO to return to retirement in his beloved Nevada, he leaves with our best wishes and the thanks of a grateful nation for a job well done.

GPO Cataloging Guidelines Draft for Review

Library Services and Content Management (LSCM) recently announced plans to make several changes to the GPO Cataloging Guidelines effective February 1, 2007. This message was posted on FDLP-L and the FDLP Desktop on 12/11/06. LSCM will make several modification to the GPO Cataloging Guidelines, 4th edition, 2002 http://www.access.gpo.gov/su_docs/fdlp/cip/gpocatgu.pdf effective February 1, 2007. The Guidelines will be updated to include:

  1. GPO Policy for Using Access Level Serial Records, and
  2. Modifications to the Categories of Documents Receiving Abridged Cataloging.

These changes are a result of the CONSER pilot project which was announced to the Depository community via FDLP-L on March 17, 2006. This message solicited comments on the test records. Additionally, changes in cataloging practice were discussed at recent Depository Library Council meetings in Seattle and Washington, DC and the community was alerted that proposals would be forthcoming. In a May 10, 2006 FDLP-L message, LSCM announced its decision to continue to create series authority headings and offered the community an opportunity to comment.

GPO and the depository community have recognized the importance of GPO's continued participation in CONSER, a national level standards-setting body and cooperative cataloging program. GPO reaffirms its commitment to and conformance with CONSER guidelines. Changes described below are consistent with the February 1, 2007 planned change in practice as announced by CONSER. Should this date be modified, GPO will implement this new standard according to the timeframe established by CONSER.

CONSER Standard Records (access-level)

Beginning February 1, 2007, LSCM intends to follow the CONSER Standard Record with the following exceptions.

  1. Series treatment (440, 490, 830 MARC fields) - LSCM will continue to add series information to the CONSER Standard Records it creates for U.S. Government serials and will continue to establish and contribute series authorities to NACO.
  2. Physical description (300 MARC field) - LSCM will continue to add physical description information following existing GPO Abridged Cataloging Guidelines.

When the CONSER Standard Records (access-level) are finalized and made available, GPO will conduct a further review and may make additional modifications to GPO's application of these new standards. GPO will continue to keep the depository community informed of these developments and will seek community input.

GPO Abridged Cataloging Guidelines

Technical Supplement to Continue in Paper and Electronic Format

The Administrative Notes Technical Supplement will continue to be published in paper format, as well as online, in 2007, on a bimonthly basis. Library Technical Information Services staff are working on the development of alternative products, and will continue to plan for a WebTech Notes platform replacement. A team of planners is now beginning that process, and updates will be posted on FDLP-L as developments occur.

Serial Set Volumes Recall Reminder

Two volumes of the Serial Set (Y 1.1/2: item no. 1008-F, Serial 14723 and Serial 14694) were recalled by GPO in August 2006. Libraries were instructed, via FDLP-L messages sent August 15 and August 31, to return these volumes to GPO for correction. Understanding the inconvenience of the recall, GPO provided mailing labels, along with instructions on returning the volumes, to assist libraries at this time.

To date, not all libraries receiving the bound Serial Set have returned these volumes to GPO. Approximately 10 libraries have not returned Serial 14694 and 15 libraries have not returned Serial 14723. The final deadline to return both volumes is December 29, 2006. If your volumes are not returned by this date they will not be corrected.

Enhanced New Titles Functionality Now Available in the
Catalog of U.S. Government Publications

The New Titles feature of the Catalog of U.S. Government Publications (CGP), http://catalog.gpo.gov has been enhanced to provide users with more options and greater selectivity. Two new categories of searches have been created:

  • New Titles, which returns dynamic results for new electronic and tangible titles added to the CGP, and
  • New Electronic Titles, which returns dynamic results for new electronic titles added to the CGP.

Additionally, the methodology for retrieval has been refined, so users can get more exact search results.

To access the enhanced New Titles features, go to the CGP at http://catalog.gpo.gov. Select “Advanced Search” and then click on the “New Titles” tab located on the tool bar.
