Spring 2000 Depository Library Council Meeting to Convene in Newport, Rhode Island

The spring meeting of the Depository Library Council will be held in Newport, Rhode Island from Monday, April 10 through Wednesday afternoon, April 12, 2000. A one-half day Regional librarians’ meeting is scheduled on Tuesday afternoon, April 11. The Doubletree Islander Hotel is the meeting site. A block of rooms at $86.24 per night single/double, including sales and room taxes, is being held for Council attendees. This rate is guaranteed for guests arriving three (3) days prior to the meeting and for three (3) days following the meeting based on availability. To receive this rate, you must register with the hotel no later than March 18, 2000. After the cut-off date, rooms will be subject to space availability at the prevailing rate. Please specify the U.S. Government Printing Office (GPO) when you contact the hotel.

Nonsmoking rooms are available on request. Free parking is available in the lot adjacent to the hotel.

Note: The hotel requires that all reservations be guaranteed with either a one-night rate deposit or credit card. Individual cancellations will be accepted up to 72 hours in advance of arrival. If cancellations are not received at least 72 hours in advance, the full amount of the stay (room and tax) will be assessed.

Departure dates can be changed up to 72 hours prior to arrival. After check-in, there will be a $50 charge for early departures. The hotel will eliminate this charge if the guest room is resold for the vacated night. Check in time is after 4:00 p.m. Check out time is prior to 12 noon.

For those planning on arriving on the weekend prior to the conference, the Doubletree has notified GPO that there are very few rooms left for Saturday night. Any overflow can be handled by 2 hotels: The InnTowne Inn and The Courtyard by Marriott. The InnTowne Inn may be contacted at:

Both "overflow" hotels will honor the Government rate, until the cutoff dates noted, as long as attendees tell them they are with the U.S. Government Printing Office group.

Transportation Tips

The T.F. Green Airport in Warwick, RI is serviced by most airlines. It is 45 minutes away from the hotel. Cozy Transportation Services, a passenger van shuttle, is available on a scheduled basis every hour on the hour for $15.00 each way. Reservations are recommended on all runs but required only for the return trip to the airport from the hotel. The telephone number is (401) 846-2500. Reserved passengers are given priority seating over walk-on passengers. Arriving passengers at the airport should purchase their tickets at the ticket counter located at the Ground Transportation desk in the baggage area.

    Davis-Bacon Coming Online in Spring 2000 on GPO Access

    General Wage Determinations Issued Under the Davis-Bacon and Related Acts (L 36.211:, Item 0777-B-04 through 0777-B-10), will become available via GPO Access in early spring, 2000. The Department of Labor is providing the official data and the Superintendent of Documents is making the information available in a searchable WAIS database as part of the Federal Depository Library Program Electronic Collection. Davis-Bacon on GPO Access will be available to depository libraries and public users at no charge, and with no restrictions on reuse or redissemination of the data.

    Davis-Bacon, a seven-volume manual with weekly updates, is currently distributed to depository libraries in paper format. When the electronic database is available on GPO Access, the paper copies will no longer be distributed to the depository libraries. This product migration becomes effective with the revised basic manuals that generally become available for distribution in February. Depository libraries will not receive the 2000 basic manuals or subsequent updates in paper format.

    Expert Consultants Sought in 2000-2001 for Electronic Transition Work with LPS

    The U.S. Government Printing Office (GPO) Library Programs Service (LPS) is seeking one or two people for one-year appointments as Expert Consultants to work with us on the transition to a more electronic Federal Depository Library Program (FDLP). We are looking for librarians or other information professionals associated with the depository library community. The successful candidate(s) will have a demonstrated interest and expertise in the creation, dissemination, use, or permanent public accessibility of electronic Government information products, and who would like to work with LPS on related issues and projects for one year.

    Our current Expert Consultant is Steven Kerchoff from the Library of Congress, Federal Library and Information Center Committee. Recent "graduates" of the program include George Barnum, who is now our Electronic Collection Manager, and Judy Andrews of Portland [OR] State University.

    The Expert Consultant(s) will work on projects directly involved in the creation, dissemination, bibliographic control, use, or permanent public accessibility of electronic Government information products. Some of these projects are continuing efforts, and some will be new ones initiated in response to emerging opportunities.

    During the next year we expect these positions to focus on:

    • Outreach and liaison activities, both with Federal publishing agencies and depository libraries, for the purpose of establishing partnerships to bring additional electronic products into the FDLP;
    • Systems modernization efforts for LPS, including analytical work to determine if a commercial, off-the-shelf library system can support the LPS technical services operations;
    • Working with the National Archives and Records Administration (NARA), the National Agricultural Library (NAL), or other institutions to advance GPO’s permanent access initiatives.
    • Coordinating FDLP activities with other Federal agencies, and other Federal units responsible for dissemination of Government information products;
    • Drafting articles on issues pertaining to the FDLP’s electronic transition; delivering speeches or briefings on similar topics.

    The Fine Print:

    The successful candidates will be hired as "Expert Consultants" for a period of 12 months, with a starting date to be determined. While an extension for an additional 12 months is a possibility, it is by no means guaranteed. Pay is to be determined, based on the applicant's salary history. Benefits include some vacation and sick leave. Retirement benefits, health insurance, and relocation expenses are not included.

    LPS will schedule interviews with prospective candidates during:

    • ALA Midwinter Conference (San Antonio, TX, January 15-17, 2000), and
    • Spring meeting of the Depository Library Council (Newport, RI, April 10-12, 2000).

    New Depository Passwords Issued for STAT-USA
    Instant Log-In Inaugurated

    [The following notice was supplied by STAT-USA.]

    Over the past several years, STAT-USA has provided the Federal depository library community with over 800 complimentary single-user accounts to our Internet service. Many of the passwords are now over two years old. We feel that the time has come for us to issue new passwords to our service.

    Therefore, effective Tuesday, February 1, 2000, your current password will no longer be valid. In the interest of security, information about your new password will be dropped in your GPO boxes the week ending January 7, 2000.

    STAT-USA is proud to be a contributing member of the Federal Depository Library Program. We regret this minor inconvenience, but we’re sure you understand our need to periodically update passwords. We ask that you take whatever steps are necessary to ensure that your institution’s username and password are secured and used in a single-station environment only. Copies should be available for distribution in February.
