FR Notices on Key Farm Law Regulations Posted on Issues Page
On December 29, USDA published two long anticipated Federal Register notices (pdfs) on regulations regarding implementation of the 2008 farm bill. One pertains to farm program payment limitation and payment eligibility for '09 and subsequent crop, program and fiscal years. The second includes provisions implementing the direct and counter-cyclical payment program (DCP) for the '08-12 crop years and the Average Crop Revenue Election (ACRE) program payments for the '09-12 crop years. Both regulations are interim final and effective upon publication. However, as interim final, comments are to be solicited, and NCC is working on comments for both regulations.

USDA Announces '09 DCP Signup Begins Dec. 22
Secretary of Agriculture Ed Schafer announced on Dec. 19 that enrollment for the '09 Direct and Counter-cyclical Payment Program for farms with base acres will begin on Dec. 22, '08 both online and at local USDA service centers and will continue until June 1, '09.

US Trade Representative Ambassador Susan Schwab announced that the United States has requested consultations under the WTO dispute settlement process with China regarding the “Famous Brands” programs.

Beltwide Cotton Conferences Returning to San Antonio
The NCC-coordinated 2009 Beltwide Cotton Conferences will be held Jan. 5-8 at the Marriott Rivercenter/Riverwalk hotels in San Antonio, TX. The forum will be held under a theme of “Improving Our Farm, Future and World.”

 

Cotton Program Changes for Loans, Loan Deficiency Payments, Upland Cotton, and Extra Long Staple Cotton (82k pdf)
The Federal Register published the CCC's notice of its revising regulations as required by the Food, Conservation, and Energy Act of 2008 (the '08 Farm Bill) to administer loan and payment programs for upland cotton and extra-long staple (ELS) cotton producers and establishing new regulations to specify payment provisions for domestic users of upland cotton. The NCC posted its summary of selected provisions (Members Only).

Quality Loss Crop Disaster Program Signup Begins
USDA announced that eligible farmers who suffered quality losses to their crops in recent years can enroll in the Crop Disaster Program 2005-2007 at local FSA service centers starting June 23, '08.

USDA Publishes Online CRP Annual Report
USDA on June 3 released the FY07 report on the nation's largest private lands conservation program, the Conservation Reserve Program.

USDA Moves AWP Calculation to Far East Quotes
USDA has issued a final rule outlining the switch to Far East (FE) quotes for the purposes of determining the Adjusted World Price (AWP). The use of FE quotes better reflects cotton trade patterns and is necessitated by the pending elimination of North Europe quotes by Cotton Outlook. The change, which will be reflected in the announced AWP on Thursday, May 29, would allow the commencement of the 6-week blending period of current and forward quotes.
