SENATOR COCHRAN SAYS 'PROLIFERATION PRIMER' A WARNING FOR U. S. TO ACT DECISIVELY ON SPREAD OF WEAPONS SYSTEMS

(WASHINGTON)---U. S. Senator Thad Cochran (R-MS) warned here Monday the United States should do more to deal with the growing dangers caused by the proliferation of weapons of mass destruction and their delivery systems.

Senator Cochran said a Proliferation Primer his subcommittee has issued makes clear the United States may be the world's lone superpower but "we could be as vulnerable as Gulliver to smaller, rogue nations armed with nuclear, biological or chemical weapons and long-range missiles to deliver them."

His remarks came at a Capitol news conference. He is chairman of the Subcommittee on International Security, Proliferation, and Federal Services of the Senate Governmental Affairs Committee.

The committee report released Monday describes the findings from a year- long series of hearings which examined the proliferation of weapons of mass destruction technology, missile delivery systems and key enabling technologies.

The Primer, which is dedicated to the 28 American soldiers who lost their lives in the Iraqi ballistic missile attack on Dhahran, Saudia Arabia on February 25, l99l, identifies the major proliferators as Russia, China and North Korea and questions the actions of the Clinton Administration to deal with the problem.

It also discusses the consequences of the administration's new policies that have relaxed controls over the export of dual-use technology such as supercomputers and examines the increasing availability of technical expertise and missile hardware.

Senator Cochran said "our subcommittee has found the Clinton administration has not been willing to take the tough actions necessary to back up its rhetoric in executive orders and other statements. Rhetoric alone is not enough to protect American interests."

He concluded by saying, "Now is the time to take decisive action to protect ourselves from the proliferation of weapons of mass destruction and their delivery systems."
